Non-Disclosure Agreement (NDA) for access to future bidder's library Preliminary Documents for the MASIES Requirement. Organizational Conflict of Interest (OCI) Information Air Force Space Command (AFSPC) Space and Missile Systems Center (SMC) Los Angeles Air Force Base Systems Engineering & Integration MILSATCOM Systems Directorate Announcement of Preliminary Documents for MILSATCOM Analysis Systems Integration and Engineering Services (MASIES): RFP # FA8808-11-R-0009 Small Business Reference Number: 12-44 NAICS Code: 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The associated size standard is 1000 employees. THESE ARE PRELIMINARY DOCUMENTS FOR THE MASIES REQUIREMENT. This announcement is NOT a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement and should not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. The purpose of this announcement is to provide Offerors with an opportunity to formulate comments and questions regarding the Preliminary RFP documents and to facilitate the proposal process by providing the requirement in advance of the Final Draft RFP. Included with this announcement are the Preliminary documents: (1) Sections A-K; (2) Section J Attachments; (2) Sections L and M; (3) Section L attachment; (4) Performance Work Statement (PWS). These documents comprise the Preliminary RFP and are provided for your advance review and are subject to change. They are not the final documents. A complete Final Draft RFP will be provided to industry for comments before Final RFP release planned for July 2012. A Bidder's Library is currently being established to access future Government documents and guidelines relevant to MASIES. It will be the source for all future Government reference material related to MASIES. To register, please follow the instructions below: Bidder's Library Instructions: 1. Fill out Non-Disclosure Agreement (NDA) attached 2. Provide cage code information: code, exact name and address associated with the cage code, and name of your facility security officer 3. Please send NDA and cage code information to smc.mceo.ss@losangeles.af.mil Attn: Capt Monica Jordan, MASIES Executive Officer; Phone 310-653-9669. 4. Receive password for FTP site 5. Utilize commercially available FTP software (FTPzilla©, etc.) to access folders Organizational Conflict of Interest (OCI): In order to set an OCI free MASIES acquisition, SMC/MC will employ a policy of OCI avoidance (preferred) with case-by-case mitigation at both the prime and subcontractor levels. MILSATCOM is planning to implement an OCI Special Contract Provision/Requirement (SCR) which will be included in Section H of the RFP and resulting contract. In addition, a proposed OCI plan will be required and submitted by the Prime Contractor as part of their proposal. The plan must identify all potential conflicts related to MASIES matters at the SMC/MC Directorate, SMC, AF, OSD and Federal level of which the offeror is aware and identify the appropriate avoidance/mitigation technique for each potential conflict. The Prime Contractor shall flow down this requirement to their team-mates and subcontractors. OCI considerations are stand-alone and are company unique. The Contracting Officer will evaluate OCI on a case-by-case basis. All comments and questions should reference MASIES FA8808-11-R-0009 and must be submitted in writing up to the due date above. No late responses will be accepted. All responses should include the name, position/title, telephone/extension, facsimile number(s), and electronic mail address (es) of the contact individual. The response should also identify the institution, organization, company, etc., and the complete address. In addition, please identify the size of your company based on the NAICS code of 541712
