- Description
- NASA/DFRC requires approximately 105 software maintenance licenses for some 56different concurrent MathWorks products that use the network license key. These productsare used by the Research Engineering Directorate to support the Mission Directorateprojects and are used extensively for project development, analysis and simulation. Thecontract resulting from this procurement will be for a basic one year period, with twoone-year option periods. The actual periods for each license may be less than one yearwithin the three contract periods of performance.NASA/DFRC intends to purchase the items exclusively from The Mathworks, Inc., 3 AppleHill Drive, Natick, MA 01760-2098. MathWorks is the only known source for the maintenanceof the products they have developed. The software is proprietary and the source code isnot available for use by competing manufacturers. MathWorks is uniquely qualified toprovide the proprietary software code which is not franchised to retailers for supportand there is no other procurement outlet.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to providethese license renewals in writing to the identified point of contact not later than 4:30p.m. local time on May 10, 2012. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
