THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. CURRENTLY THERE IS NO SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of qualified vendors and various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The type of solicitation that will be issued will depend upon the responses to this sources sought notice. The Department of Treasury, IRS Corporate Support Procurement Branch is seeking qualified vendors to include 8(a), HUBzone and SDVOB vendors for a Firm Fixed Price contract for a base period of one (1) year, and four (4) twelve month option periods, to acquire "certified" expert project management and engineering services with specific and advanced expertise in webMethods development tools, webMethods flow language and Java to plan, design, integrate, develop, implement, test, deploy, maintain, and support EAIB enterprise solutions using the SoftwareAG and webMethods COTS components. The services are necessary to provide complete accurate, effective, and secure IT analysis, applications maintenance, development, and system end-to-end testing to deploy and maintain existing IRS applications. Interested sources should indicate their ability to provide Infrastructure services which facilitate the development and maintenance of critical IT infrastructures to support IRS business operations. Infrastructure serves as the foundation and building blocks of an integrated IT solution and the scope of services to be provided includes one or more combination components necessary to provide the required services: component framework, service interface and integration, and application services. Tasks include, but are not limited to: technical support services, engineering, design/build, system development and integration services for the IRS modernized infrastructure, design and integration for new applications, technical support to projects, including testing, and enterprise testing support. Submit your capability statement to include: A) Company name, address, primary point of contact and phone number, company DUNS number and cage code, B) Company business size pursuant to the U.S. Small Business Administration definition, C) NAICS Code, D) Positive assertion indicating registration is complete in the Department of Defense Central Contractor Registration (CCR) database located at http://www.ccr.gov, E) A brief narrative of past experience in projects of similar size, scope and complexity and whether or not your company was the prime contractor or a subcontractor, F) Explain what procedures you would employ to ensure you can meet schedule and performance requirements. Responses must be submitted in electronic form and may be attached to an e-mail addressed to patricia.a.session@irs.gov. Due date for responses is Monday, May 14, 2012 1:00 pm ET.
