- REPAIR AND PARTS SERVICE SUPPORT FOR THE MINI DEMOLITION REMOTE FIRING DEVICES (MINI DRFD) SOURCES SOUGHT SYNOPSIS This announcement constitutes a Sources Sought Synopsis. It is intended as a method of informing potential contractors of the existence of a Bid Qualification Plan for a 5 year repair, modification, upgrade and parts service contract in support of the Air Force's Explosive Ordnance Disposal (EOD) equipment and support to fielded units. This will be a 5-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a one year basic contract and four one year ordering periods. The contract will consist of the following: • Support a minimum of 211 Air Force systems which consist of (1) transmitter and (5) receivers each. • Expendable receivers (optional) • All necessary accessories. • Operator's manual • Waterproof, lightweight, compact and rugged transit/storage case with a cut out durable foam insert • One (1) antenna extension kit • One (1) operating instruction card • All associated minor parts as required • Provide repair and modification to the system • Provide and maintain UHF frequency with unique firing command • Maintain configuration and group numbers at fielded location • Provide helpdesk and troubleshooting support to fielded units • Provide parts support and training as required • Provide to the Government repair/modification/overhaul status reports • Provide tracking report for equipment modifications • Provide CAVAF reporting This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. The USAF is seeking potential contractors to become an approved source for repair, modification, upgrade, and parts service for the Air Force's Mini DRFD and gain knowledge of the interests, capabilities, and qualifications of vendors who can successfully support this requirement. The Government is in need of information on potential sources that can perform repairs, modification and refurbishments of Government-owned equipment in support of fielded Mini DRFD systems. The Bid Qualification Plan outlines those efforts necessary to approve potential contractors to bid as a source for repairs and replacements. The Bid Qualification Plan is designed to demonstrate each offeror's competency to inspect, evaluate, clean, repair, modify, frequency update tuning, test, troubleshoot, and provide parts for the Mini DRFD systems and return to Government inventory in serviceable condition (meet or exceed manufacturer specification) under the direction of the program office. The contractor shall provide repair and/or parts status on a monthly or quarterly basis with limited warranty of at least one (1) year and provide reporting through the USAF Deficiency Reporting, Investigation and resolution process (ref. IAW T.O. 00-35D-54) for the repaired and/or parts. The Government does not own or have access to the technical data package for the repair and/or overhaul of the Mini DRFD systems. Interested/qualified sources must include an estimate for help desk technical support, parts list and unit repair cost for budgeting purposes. Interested sources must provide whether or not they are a distributor or have partnership with the Original Equipment Manufacturer (OEM). A Firm Fixed Price (FFP) contract for repair and replacement service for the Air Force's Mini DRFD systems is being contemplated. Please note this in no way obligate the US Government. The Government has not formalized an acquisition strategy. There is no solicitation and there is no other information available at this time. Only responses to this sources sought will be accepted. Questions regarding the scope of work or acquisition strategy will not be accepted. Interested parties should respond to this synopsis within 15 days following the publication of this notice. Responses must clearly demonstrate the qualifications, capability and expertise of the vendor. Responses to this notice will be used as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. Information submitted by respondents to this notice is strictly voluntary. Also, in order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
