- This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that US Customs and Border Protection (CBP) will take procurement action in this matter. Further, CBP will not be responsible for any cost incurred in furnishing the information requested. This announcement is for market research only and should not be considered a Request for Proposals (RFP). U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT), Hi-Tech, located in Central Florida, is disposing of a large amount of radio communication equipment. In an effort to support a "Green Environment" concept, CBP is performing market research to determine the capabilities, qualifications, and interests of businesses to remove the equipment, at no cost, and recycle the items into raw materials. The Contractor would be required to pick-up and remove all designated waste from CBP locations in Orlando, FL, Titusville, FL, and Winter Park, FL. The Contractor would be required to shred and/or meltdown all waste and is in no way authorized to re-use, sell or redistribute whole equipment to the public. The pick-up service will be "on-call" as needed, and will occur during normal business hours. The specific type of equipment anticipated to be recycled under this requirement is as follows: Mobile Radios - w/accessories Portable Radios - w/accessories Antennas, microphones, speakers Consolettes, J-boxes, desk sets DES encryption boxes Repeaters, Quantars, Satellite receivers Base stations Duplexers Multi-couplers DIU's - digital interface units Batteries, NiCD, NiMH, Li-ION UPS Units Power Supply Units Remote Communication Consoles Computers/laptop/monitors Keyboards/mice Cable Fax Machines/scanners Cell Phones Network Hubs Test Equipment KVL - Key Variable Loader w/accessories The specific tasks for this requirement are as follows: Task 1 - The Contractor will be required to pick-up and remove all designated waste from the CBP locations identified. Task 2 - The Contractor will provide palletizing of material, replenishment of pallets or crates, and transport to the nearest recycling facility. Task 3 - Upon completion of recycled material, the Contractor will provide to CBP a certificate of destruction certifying all materials were destroyed. This task will be completed within 30-days from the date of pick-up. The Contractor is required to be in compliance with all applicable Federal, State, and local laws related to environmental health and safety standards. The Contractor, and/or recycling facility, must secure all necessary permits, and the material will be properly managed under any applicable U.S. Environment Protection Agency and/or U.S. Department of Transportation requirements. Contractors must be certified under the Responsible Recycling (R2) program and/or the e-Stewards program. In order for CBP to properly gauge the capability of the business community, interested parties are asked to provide: 1) Statement of Capability. Please provide a general statement of the general capabilities your firm offers. a. Please describe the specific e-waste types you can process, current and forward looking annual throughput capacities (weights and/or volumes) at each facility. b. Describe the method utilized for the demanufacturing and final disposition of recycled equipment. c. Describe your company's ability to transport and accomplish required processing including the associated storage and processing capacity, anticipated security, accountability, and hazardous material/waste requirements. d. Describe any requirements your company would have for the frequency of pickups and the minimum of amount of material for pickup. 2) Statement of Qualifications. Please provide information to address the following: a. Describe the permits or authorizations granting authority to treat e-waste at your facility, including permitting authority with references, date of issue, and date of expiration. b. Describe any limitations and/or exemptions imposed by the terms of your permit or applicable law or regulation. c. Provide information regarding at least two (2) currently serviced contracts, with references. d. Provide estimates of the annual volumes of e-waste recycled by your company over the past three (3) years at each facility. 3) Business Size. The anticipated NAICS code for this requirement is 562998, with the set-aside aspects of any resulting procurement action(s) to be determined in part based upon responses to this sources sought announcement. Provide an indication of any/all socioeconomic designations applicable to your firms given the NAICS code above.
