Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and is subject to the rules of FAR Part 12 and 15. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice constitutes solicitation RFPP04141200004 and is being issued as a Request for Proposal. The Federal Bureau of Prisons Field Acquisition Office in Grand Prairie, Texas, intends to award a sole source blanket purchase agreement to Parata Systems LLC, 2600 Meridan Parkway, Durham, North Carolina 27713 for a pharmacy unit dose dispensing system to include, delivery installation, training, maintenance and related software for a base and four option periods for the United States Medical Center for Federal Prisoners (USMCFP) Springfield, located in Springfield, Missouri. USMCFP Springfield currently has the Parata Systems PACMED 400 and related software, which will be upgraded to the PACMED (PASS) 208 ACRS Unit Dose Dispensing System (2) and PACVision (Check PASS) software. Parata Systems is the sole provider of this type of pharmacy unit dispensing system, which allows proper interface with the Bureau of Prison Electronic Medical Record (BEMR). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Award of a single Blanket Purchase Agreement with firm-fixed unit prices will result. This notice is not a request for competitive proposals. Interested parties may submit a capability statement, proposal, or quotation which shall be considered by the Bureau of Prisons. Deadline for receiving capabilities statement or proposals is May 15, 2012. This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 05-56. The solicitation is set-aside for small business. The North American Industrial Classification System (NAICS) code is 334119 and the applicable small business size standard is 1,000 employees. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Faith-Based and Community Based Organizations have the right to submit offers/quotes equally with other organizations for contracts for which they are eligible.
