Description

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA-244-12-B-0620 for the following: �UPGRADE PHYSICAL SECURITY STATION-WIDE � on Project No. 542-07-104. Contractor shall perform work to include General Construction, alterations, electrical work, and necessary removal of existing construction and certain other items. This project upgrades the physical security of Coatesville VA Medical Center. The work involves the construction/renovation of Security Control Centers and installation of state of the art Video Surveillance Equipment, Security Access/Monitoring Equipment, Security Systems Management Software, and improved Site Lighting. The installation includes transition for existing Security Control Center and existing equipment throughout the medical center. Video Surveillance Equipment includes: Cameras, Camera Controllers, Video Monitors, Video Recorders, Matrix Devices, etc. Security Access/Monitoring Equipment includes: Code Access Device, Card Access Device, Panic Alarms, Motion Detectors, Intrusion Detection/Alarms, etc. The design also requires the centralization and integration of various security systems currently being deployed. Security cameras, video storage devices, monitors, and recording software packages. Contractor is to furnish labor and materials and perform work for the VA Medical Center in Coatesville, PA, in accordance with all specifications and drawings. The Solicitation documents and drawings will be available on a CD on or about May 22, 2012. Potential bidders can request a copy of the CD by contacting the Contracting Officer in writing only either via mail or email. Contractor is to provide their contact information and company information so that a determination can be made as to eligibility. A copy of the CD containing solicitation with specifications and drawings will be mailed to �eligible � contractors only. The Government will not provide paper copies of the solicitation. Telephone, written, or facsimile, requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders � mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on May 31, 2012, at 10:00 am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than Close of Business, June 7, 2012. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the cost range for this procurement is between $500,000 and $1,000,000 and NAICS Code 561621 with a small business size standard of $33.5 million. Bid Opening Date is scheduled for June 26, 2012, at 2 pm EST. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 180 calendar days after receipt of Notice to Proceed. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov, VetBiz Vendor Information Pages, as a SDVOSB firm, MUST have a current record in the Online Representations and Certifications Application (ORCA), and MUST meet OSHA/EPA requirements prior to bid opening.
