- Draft Performance Work Statement The U.S. Department of Education (ED) is conducting market research to support a requirement for the "Impact Evaluation of Math Professional Development." ED needs to determine if there are small business sources with all of the following areas of knowledge, capabilities, and successful experiences. Small businesses are encouraged to team with other large or small businesses for this requirement. ED is seeking information on whether small businesses that are certified as HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-owned (WO), or 8(a) have the required capabilities to perform the Performance Work Statement tasks. Small businesses are requested to provide capability statements that address the requested information below. Instructions are provided as follows: In response to the attached Performance Work Statement, the U.S. Department of Education is requesting information from eligible contractors. These statements shall be no longer than three pages, single-spaced. This is a Request for Information (RFI). Contractors shall include up to six resumes in the appendix. Each resume must be no more than three pages and clearly demonstrate that individuals have the skills to perform the work described within the performance work statement. Only resumes for key personnel that would work on the contract may be included. The resumes will not be counted as part of the three page limit for the capability statement. The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: • Substantive knowledge of and experience with research on math content, math instruction, and teacher math professional development programs, particularly with respect to the upper elementary school grade levels (grades 3-5). • Experience leading large-scale studies in multi-sites and multi-states involving the provision of technical support for the implementation of program interventions in school settings, including staff training, progress monitoring, and collaboration and coordination with program providers. • Experience and skill in simultaneously and quickly recruiting numerous districts, schools, and teachers to participate in randomized controlled trials and in the planning of data collection and quantitative analysis for impact studies involving cluster random assignment in school settings • Experience in gathering and analyzing student test score, teacher test, classroom observation and school records data in multi-sites and multi-states; and in designing and conducting surveys of school teachers in multi-sites and multi-states • Adequacy of time commitment and evidence of successful work in managing, designing, and conducting previous rigorous, large-scale random assignment evaluations in multi-sites and multi-states of a similar nature in school settings • No conflicts of interest (perceptions of bias or financial interest in the outcome of the study) that would call into question the independence of the study's findings Submit all responses electronically to Joseph.Gibbs@ed.gov.
