Description
(i)The Fleet Readiness Center (FRC) East has a requirement for the item(s) listed in paragraph is below. (ii)It is the intent of the government to issue a purchase order for these items. (iii)Vendor ™s quote shall include their firm-fixed unit and extended price for each line item shown below for delivery FOB destination. The Government will award a purchase order resulting from this Solicitation to the lowest priced technically acceptable quoter who agrees to meet the specified delivery date and who has a satisfactory past performance record. A technically acceptable quote is a quote that complies with all the specifications set forth herein. The acquisition is set aside 100% for small business. The North American Industry Classification System Code 332999 with a small business size standard of 500 employees. (iv)The technical specifications are listed as: a.These are the Government ™s minimum expectations for a cantilever tank top access ladder. This access ladder will be permanently used by FRC East personnel while working on the H-1 aircraft. b.Currently, Quality Assurance (QA) is required to perform a short task at the rotor head of the H-1 aircraft. The current forms of fall protection are adequate, yet cumbersome for such a short job. The H-1 line is requesting a cantilever tank top access ladder to allow quicker, easier, and safer access to the rotor head for QA inspections. c.Applicable Documents: OSHA 29 CFR 1910 d.Minimal Technical Requirements The cantilever tank top access ladder shall: i.Be in compliance with all applicable requirements of the OSHA 29 CFR 1910. ii.Have stairs at an angle to the horizontal of no more than 55 degrees. iii.Have a cantilevered platform 52 inches long. iv.Be no less than 28 inches and no more than 70 inches wide. v.Have a platform height of 108 inches vi.Have locking casters and be easily moveable vii.Have jacks on which the system stands during operation. Jacks shall be capable of withstanding at a minimum the load for the stand plus 700 lbs. viii.Have a swing gate at the end of the platform to allow access from platform to platform. The swing gate shall have either a locking mechanism to prevent accidental operation of the gate or it shall only operate into the platform area. ix.Be supplied with one (1) maintenance manual and one (1) operation manual in both hardcopy and Adobe Acrobat (.pdf) electronic format. x.Have a manufacturer ™s standard warranty xi.Be delivered within 120 days After Receipt of Order (ARO). (v)Optional Items: The contractor shall also submit, as a separate effort, the following additional items to this cantilever stand. The government will decide whether to enact this options or not at time of contract award. a.Have the platform height be adjustable from 108 inches up to a maximum of 144 inches. b.Have a certified anchorage point on the platform for a Self Retracting Lifeline (SRL). (vi)Acceptance: Stand must conform to the dimensional and mobility requirements as specified in this purchase description. (vii) Additional Notes: The supplier shall ship to FRCE. (ix)The successful vendor shall be required to submit invoices electronically via the Wide Area Workflow System (WAWF). Additional information and instructions relating to WAWF are available at https: //wawf.eb.mil. (x)Quoters shall annotate whether the item they are quoting meets the technical specifications listed within the RFQ and will fill out the additional attachment. (xi) Quotes submitted in response to the notice must be received no later than 5:00 PM EST on May 15, 2012. Quotes may be sent via email to frances.malsonwillia@usmc.mil or faxed to (252) 466-8492. Quoters are responsible for ensuring that their submitted quote has been received and is legible. All quotes not sent through the US mail (excluding Email and faxes) shall be sent to Cunningham Street, Building 159, Door T1, MCAS, Cherry Point, NC 28533. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM.
