- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for Motorcycle Safety Training to members of the Massachusetts National Guard to comply with Army Regulation 385-10, chapter 11-7 and 11-9 (Rapid Action Revision dated 4 October, 2011), Air Force Instruction 91-207, and the guidance portion of Department of Defense Instruction (DoDI) 6055.04, DoD Traffic Safety Program. Soldiers and Airmen participating in the course will attend a course closest to their home or record. There is an opportunity for multiple contractors to be awarded this contract. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. Performance Statement of Work for Motorcycle Safety Training 1. The course must meet all the requirements of the Motorcycle Safety Foundation Course as well as the Massachusetts Rider Education Program; 2. The course must be a two day course satisfying the classroom and practice riding requirements for certification by the Motorcycle Safety Foundation; 3. The course must be aimed at beginning riders of all ages; 4. The riding portion of this course will be conducted in a controlled, off street, environment; 5. In addition to the standard course requirements, instruction shall emphasize the special skills and mental attitude necessary for dealing with traffic; 6. Contactor is responsible for all resources and coordination pertaining to conducting the course; 7. Contactor will provide all study materials, helmets, fuel, safety equipment, materials, specialty equipment, and properly maintained motorcycles in compliance with DOT and the Massachusetts Department of Motor Vehicles needed for successful completion of the course by the student; 8. Completion of this course will qualify graduates for insurance premium discounts with motorcycle insurers who offer this type of discount as well as manufactures who offer discounts on their products for graduates of a motorcycle safety course; 9. All instructors must be certified by the Motorcycle Safety Foundation to teach this course and maintain their certification throughout the duration of the course. 10. Students successfully completing this course will be issued an MSF Course Completion Card; 11. Contractor will coordinate with the Commonwealth of Massachusetts, Registry of Motor Vehicles, to obtain waiver for road test for each student who successfully completes this course; 12. Contactor will provide the results of each student's test and skill evaluation upon completion of course to the Massachusetts Army National Guard Safety Office ("Safety Office") via email to: margaret.t.johnson@us.army.mil. 13. The Safety Office will coordinate the student notification and authorization to enroll in a course, determined by the course being offered nearest to the student's home of record; 14. There is an opportunity for multiple contractors to be awarded this contract; 15. There is a potential for a three additional option years for this contract which will be evaluated on a yearly basis. END OF PERFORMANCE WORK STATEMENT EVALUATION FACTORS: The contract type for this procurement will be a firm-fixed price per student and award will be made on the basis of best value to the Government, price and other factors considered. Selection will be based on the following evaluation factors, in order of importance: (1) Offerors capability to provide a quality service and training that meets the Government's needs; (2) Past performance, caliber of offerors performance on previous contracts of a similar nature; and (3) Total cost or price.
