Description
This shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which shall be considered by the agency. The project falls under NAICS Code 236220, and has a Small Business Standard of $33.5 Million. The estimated price range for this project is $500,000.00 to $1,000,000.00. The SCOPE OF WORK FOR THE BASE BID is as follows: Base Bid - The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the job for the security upgrade in various locations throughout the VA Hudson Valley Castle Point campus located at Route 9D Castle Point New York 12511. Contractor will perform work specified herein and comply with VA specifications and VA regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. Work shall consist of upgrading the electronic Physical Access Control System (PACS) which includes panic and intrusion alarms, motion detection, card swipes, and cameras. In addition duties will include the installation of new fencing in the Child Day Care Center and security mesh screens throughout various areas on the campus. Furthermore, the contractor will be responsible for all required modifications of existing system and associated electrical work, software and final functional operational system testing and other related ancillary work. Also, contractor will coordinate and schedule work to minimize duration and shall be expected to plan work typically during duty hours of the hospital (8:00 AM to 4:30 PM EST eastern time except as noted in the general conditions and as approved by the Contracting Officer). Contractor is responsible for providing all as-built drawings and OEM manuals and cut sheets upon project completion. Additionally, contractor will conduct Customer training upon project completion. Construction Phasing will be required to ensure that security system equipment and associated components are stored on site to insure a timely manner of construction completion and for re-activation of hospital operations. Contractor will maintain all access to and egress from the buildings at all times for facility's fire protection requirements and to meet the requirements of regulatory codes, laws, etc. Contract completion time shall be 180 Calendar Days from receipt of Notice to Proceed. The solicitation will be posted on or around May 18, 2012. The bid submittal address and time will be included in the solicitation. Bid submissions shall be in hardcopies and not e-mailed or faxed. This project requires the bidders/contractors to secure bonding. All bidders shall be registered and verified in the www.ccr.gov, www.dnb.com/, www.vetbiz.gov, https://orca.bpn.gov/ and http://www.dol.gov/vets/programs/fcp/main.htm..
