- The purpose of this amendment #1 is to extend the due date for submissions through May 12, 2010, 4:30 p.m. ET, update language in the Request for Quotation (clarify request for a NO NOx Continuous Emission Monitor as opposed to a NO NOx Continuous Emission Monitoring System) and provide additional information as detailed below: Q. Is this an full extractive or dilution system?A: We need two gas analyzers specified in the RFQ that will be installed by EPA into our existing CEM systems. The are extractive. Q. Does it require a sample probe and sample line?A. They are not required. Q. Do we need to supply a cal gas manifold system?A. No Q. Do we need to supply a chiller for moisture?A. No Q. Do we need to send cal gas to the probe?A. No Q. What is the temperature at the sample point?A. Not applicable Q. Do you require a Rack?A. No The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), located in Research Triangle Park, NC has a requirement for the purchase of a NO NOx Continuous Emission Monitor. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-12-00033 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This acquisition is for full and open competition. The NAICS code is 334513, size standard for this code is 500 employees. All supplies shall be provided to the U.S. EPA National Risk Management Research Laboratory, located in, Research Triangle Park, NC. The F.O.B. point shall be destination to U.S. Environmental Agency 109 T.W. Alexander Dr. Mail Drop E305-01, Research Triangle Park, NC 27711 upon 30 days from award. The provision at FAR 52.212-1, Instructions to Offerors-Commercial (FEB 2012), applies to this to this acquisition. The provision at FAR 52.212-2 (JAN 1999), Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in Attachment B Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified in Attachment A Specifications. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (APR 2012), with its offer. Attachment A Required Items and Minimum Performance Specifications RFQ-OH-12-00033 ITEM 1: NO NOx Continuous Emission Monitor Minimum Specifications-The following are the minimum specifications: The specifications to be best met or exceeded are as follows: The proposed NO/NOx Continuous Emission Monitor (CEM) will be used to accurately measure combustion emissions generated from the oxy-fuel combustion process at the IFR facility. The followings are the minimum specifications of the required dual component NO/NOx CEM:-Must support multiple ranges between 0-30 ppm and 0-3000 ppm inclusive-Detection principal must be chemiliminescence-NO2 converter must have efficiency greater than 97%-Must incorporate instrument diagnostic measurements, including sample pressure, cell temperature, and converter temperature-Interference must be 1% or less from 10% CO2 or 3% H20 (non-condensing) gases-Must exhibit no measurable interference from the following gases 1000 ppm CO, 100 ppm NH3, 200 ppm N2O, and 500 ppm SO2-Repeatability must be within 0.5% of full scale.-Must be linear within 0.5% of full-scale-Zero/span drift must be less than 0.5% of full-scale/week-Must have 0-10 VDC (or lower voltage) analog output Attachment B Solicitation Description, Instructions, & Evaluation Criteria RFQ-OH-12-00033 1. Solicitation Description and Instructions This is a competitive request for quotation for NO/NOx Continuous Emission Monitor to be used by the U.S. Environmental Protection Agency, Office of Research and Development, National Risk Management Research Laboratory. Fixed price quotes shall be submitted electronically, by emailing quotes by attachment, preferably in PDF format, to Modafari.Nicole@epa.gov. Offered prices shall include a breakdown of price, by line item, and a total price of all line items combined. Offered price shall include all shipping and delivery fees based on FOB Destination. Technical Evaluation Criteria The Government will award a purchase order on a best value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical acceptability of the item offered to meet the Governments requirement and price.
