- SYNOPSIS THIS SYNOPSIS IS AN ANNOUNCEMENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS The Department of Veterans' Affairs, James A. Haley Veterans Hospital (JAHVH), 13000 Bruce B. Downs Blvd., Tampa FL 33612, intends to award a sole source contract with the Mental Health Care Inc. This is a private non- profit comprehensive community mental health center that offers a range of mental health and behavioral healthcare services to the community for over 60 years. Included in Mental Health Care, Inc.'s service array are 24-hour emergency services; inpatient psychiatric services for children, adolescents and adults, and numerous outpatient services including medication management, case management, counseling, supported housing, outpatient psychosocial rehabilitation, homeless services including a 25 bed Safe Haven program, drop-in center, street outreach, critical time intervention team, forensic intensive case management and jail diversion services, and a full service community school program. The purpose to provide a 10 bed Safe Haven (Safe Place) program for chronically homeless Veterans with a serious mental illness and who also may have a substance use disorder. Safe Place operates 24/7 with clinical staff including case management, nursing, co-occurring therapist and mental health technicians. The program offers individual and group therapy and understands that there are instances of relapse in recovery. The facility offers 3 meals a day and transportation to needed appointments in the community. The goal of the program is to increase mental health, decrease substance use, increase financial resources and secure permanent housing in the community.. The proposed contract award for services to only one source is authorized in accordance with FAR 6.302-1. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
