Description
1. The United States Merchant Marine Academy (USMMA) at Kings Point, NY is seeking proposals for student health insurance from qualified insurance companies (Carriers). This Request for Proposal (RFP) is for a Student Health Insurance Policy (SHIP) that will provide health care insurance coverage to the general population of USMMA students, who are from this point forward referred to as Midshipmen, while on or off campus 24 hours a day, 7 days a week, worldwide. 2. For the purposes of this proposal request, USMMA is interested in utilizing a PPO (Preferred Provider Organization) design. 3. Under a hard waiver program, USMMA requires all full time undergraduate Midshipmen to carry health insurance that meets specific requirements. 4. Insurance coverage is to begin See SOW. 5. Price Adjustments: USMMA seeks realistic initial year premium quotations with normal rate fluctuations in subsequent years. Rates may be revised annually at the beginning of each new contract year. Any revision in annual rates must be justified and made available for USMMA's review and approval of a minimum of four (4) months prior to March 1st. While USMMA recognizes the right of the carrier to quote renewal premiums after the first year, it is expected that such premiums will be based on precise claim experience. The carrier is also expected to discuss with USMMA the assumptions and methodology used in the rate development. Written documentation which justifies the negotiated renewal rates, methodology and economic price adjustment is required. 6. Plans must meet current and future State and Federal Requirements including provisions of the Affordable Care Act. 7. It is USMMA's goal to provide a plan to Midshipmen that provides good coverage at a reasonable cost. 8. The RFP will be posted on or about May 8th, 2012.
