- Attachments A - Wage Determination and B - Document Security Notice to Solicitation Solicitation and SF1442 Note: Please refer to synopsis number GS-02P-12-PW-C-0022 for this project. The General Services Administration has a requirement to selective removal of items and construction of a new District Courtroom, jury deliberation room, conference room, holding cells, secure corridors, public waiting room and support staff space at the James M. Hanley Federal Building and Courthouse, Syracuse, NY. This procurement is required under solicitation: GS-02P-12-PW-C-0022 and is a 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered by the agency. The required construction completion date is 245 days commencing one day after notice to proceed. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price. The magnitude of this construction project is estimated between $250,000 and $500,000. The appropriate NAICS Code is 236220, Commercial and Institutional Building Construction with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. Upon submittal of the bid, please ensure all amendments (if applicable) are acknowledged by annotating block 19, 20 and 20a of the 1442. Contractors must complete a document security form in order to receive a copy of the drawings and specifications. This attached form must be filled out and returned to Kate Wheeler via E-mail at katherine.wheeler@gsa.gov or faxed to 315-448-0968. A site visit has been scheduled for Friday May 18 th at 10:00 am at the James M. Hanley Federal Building and Courthouse, Room 541, 100 South Clinton Street, Syracuse, NY 13261.
