- SOURCES SOUGHT Equal Employment Office - Support Services SOURCES SOUGHT - This is a request for information only. This is not a request for proposal or quotation and there is no solicitation package available at this time. Background The Department of Homeland Security (DHS), Federal Protective Service (FPS) is currently looking for Equal Employment Office services, specifically in the areas of investigation, counseling and mediation support. All services provided for under this effort shall be performed in accordance with the Equal Employment Opportunity Commission (EEOC) regulations set forth at 29 CFR Part 1614; EEOC Management Directive (MD-110), and any associated laws, statutes, regulations, and/or directives. The DHS, FPS Equal Employment Office ensures that programs, policies and procedures involving internal and external equal employment opportunity matters are addressed in an integrated and comprehensive manner. Currently, FPS receives Equal Employment Office support (investigation, counseling and mediation services) through separate task orders issued against General Services Administration (GSA), Federal Supply Schedule (FSS) 738 Part X, Special Item Number (SIN) 595-25. At this time FPS is considering procuring for the required investigation, counseling and mediation support services under one award. In order to appropriately understand whether industry can support such a requirement the following information is hereby requested: Request For Information Questions Scope of Work Questions Q: Can your company provide all of the Equal Employment Office services requested, specifically investigation, counseling and mediation support through an active GSA Schedule contract? For example Schedule 738 X, SIN 595-25 Q: If your response to question one above is no, how would you suggest best satisfying this work scope? For example, multiple vehicles, other procurement strategies than the use of the FSS etc. Business Size Questions Q: Are you a small business? Are you included in a specific small business program? Q: Is the aforementioned small business status reflected in your GSA/FSS contract if you currently have one? General Questions Q: Typically do you provide for investigation, counseling and meditation support services on a fixed price basis, labor hour basis or a combination of both? Q: In fixed price instances are investigation, counseling and mediation support services billed for on a complete case basis or in consideration of investigation, counseling and mediation cases that do not run through the complete lifecycle billed for at certain milestone points? If on a milestone type schedule could you please provide relevant examples? Conclusion The detail provided through this Sources Sought will better assist FPS in considering a procurement strategy that is in the best interest of the Government, the Vendor community and will supply a solution that will ensure mission success. In submitting responses please include your full company name and address, applicable POC e-mail address and your DUNS. Please ensure that your response only addresses the questions provided for in this RFI. A three page limit is set on all responses which will allow for the Government team to review and process the detail provided in a timely manner and to maintain the schedule set which reflects potential award over the next couple of months. All information included with submission is at the offerors own expense. The government will not reimburse respondents for any cost associated with submission of information and/or capability statements in connection with this Sources Sought. Respondents will not be contacted regarding their submission of information or information gathered as a result of this notice. Any information provided is voluntary.
