Aviation Maintenance/Logistics Advisor, PSC, Islamabad, Pakistan Issuance Date: 05/07/2012 Closing Date: 06/07/2012 SOLICITATION NUMBER: PSC-12-054-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Aviation Maintenance-Logistics Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-2 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Islamabad, Pakistan 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND: The U.S. Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A), supports the U.S. Embassy/Narcotics Affairs Section (NAS), Islamabad, Pakistan with providing, planning, maintenance and logistical support, and contract oversight for the border security aviation program for its fleet of DOS INL aircraft. The end game of the aviation support in Pakistan is the enhanced border security on the Pakistan and Afghanistan border, interdicting the movement of illegal drugs, arms and people across the border and providing aviation support to the Frontier Corps. PURPOSE: The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Maintenance/Logistics Advisor for aircraft maintenance program implementation, direction and execution oversight in support of host nation border security aviation support efforts. The Maintenance Advisor serves as in-country advisor responsible to the U.S. Ambassador, for providing program implementation, direction and execution oversight in support of host nation border security and counternarcotics efforts. The police and military forces, other military services, aviation support services contractors and other participating agencies. The Advisor provides aviation maintenance oversight for both rotary and fixed wing aircraft, including Quality Control, Production Control and ALSE expertise for program implementation, direction, and execution oversight in support of INL efforts. He/she advises and oversees and assists in the development, coordination, and implementation of all aspects of aircraft and aircraft related equipment maintenance, Quality Control, Production Control, and logistical support systems, procedures and plans in support of counter-narcotics operations. The Aviation Maintenance Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting INL/A assets. The Maintenance Advisor will interface daily with host nation counterparts in the Pakistan military and para-military forces to assist them in expanding their aviation capability. RELATIONSHIPS: The Maintenance Advisor reports to and is supervised by the Senior Aviation Advisor (SAA), Pakistan; however, the individual exercises wide latitude for independent action and refers unusual or unique actions to the INL/A Chief of Aircraft Maintenance, Patrick AFB, FL, for his direction/guidance. Completed work is reviewed for timeliness and effectiveness. B. DUTIES AND RESPONSIBILITIES: 1. Perform oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. This oversight includes, but is not limited to reviewing contractor maintenance and logistics procedures, and monitoring contractor maintenance and logistics operations. Submit periodic written evaluations of the contractor's activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to maintenance and logistical support for inclusion in the monthly award fee evaluation. Submit a weekly Maintenance and Logistics report to the Chief of Aircraft Maintenance. 2. Assist the SAA in directing and coordinating both fixed wing and rotary wing maintenance and logistical support within Pakistan for the purpose of curtailing the supply of illegal drugs from foreign sources into the United States through the interdiction of refining laboratories, detection of trafficking activities, and other enforcement operations and providing maintenance, maintenance training and logistical support for the program. 3. Develop, coordinate, organize, and implement comprehensive aircraft maintenance and logistical support systems and procedures for the INL/A. These operational systems and procedures include, but are not limited to the DOS Maintenance and Logistics Support Plans; Aircraft Quality Control and Aircraft maintenance management policies and procedures, aircraft airworthiness compliance, and deployment and recovery procedures in support of host nation aircraft maintenance operations throughout Pakistan. Oversee the Maintenance Test Pilot Standardization Program in Pakistan. 4. Provide general direction and guidance to the contractor and host nation aviation maintenance and logistics activities and personnel for the purpose of providing adequate assets in support of enhancing border security and counternarcotics operations. This activity includes, but is not limited to, planning and coordination with U.S. DOD, DOS, other federal agencies, and host nation agencies for the purpose of providing maintenance and logistical support 5. Collect, review, and disseminate data on aviation maintenance and logistics management policies/procedures in support of the counter-narcotics mission of INL/A. C. MINIMUM REQUIREMENTS: 1. Be U.S. citizen able to obtain/maintain Secret security clearance 2. In-depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large aviation organization of the U.S. Armed Forces or commercial aviation organization. 3. In depth knowledge of aviation maintenance and logistics support programs, to include logistics plans, procedures, and related documents. 4. In-depth knowledge of U.S. Federal Aviation Regulations (FAR) as they relate to aircraft maintenance and logistical support. 5. Basic knowledge of computer based maintenance and logistical support programs. 6. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance and logistics management. 7. Basic knowledge of command communications, government intelligence procedures, and aircraft maintenance and logistics management procedures. 8. Knowledge of Aviation Life Support Equipment. 9. Basic knowledge of tactical employment of fixed and rotary wing aircraft, including capabilities, limitations and techniques of employment of aircraft used by INL/A. 10. Knowledge of and skill in operation of desktop computer-based word processing systems. 11. Successful completion of a military or civil aviation maintenance/logistics management-training program. 12. Knowledge of U.S. Government contract administration procedures. 13. Knowledge of and skill in operation of desktop computer based aircraft maintenance management programs. 14. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. DESIRED KNOWLEDGE AND SKILLS: 1. Possession of a current U.S. FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating 2. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education 3. Experience as a military or a commercial rotary wing maintenance test pilot. 4. Ten years experience in aircraft maintenance, of which five were as a supervisor in either civil or military aviation programs 5. Experience in turbine powered fixed wing aircraft maintenance. 6. Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program. 7. Certification as a FAA Airframe and Power-plant mechanic with experience in rotary wing and fixed wing aircraft. COMPLEXITY 1. Analyze of all facets of aviation maintenance and logistics management and involve a fleet of fixed wing and rotary wing aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include general aviation support; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. 2. Must apply specialized and professional knowledge to oversee maintenance and aviation maintenance training, including Maintenance Test Pilots' evaluations, logistics support for the contractor and host nation maintenance/logistics personnel operating under the Department of State program in Pakistan and at multiple forward operating locations. 3. Evaluate multi-national/multi-cultural maintenance and logistical support programs, plans/policies/procedures. Coordinates recommendations from staff officers, and consults with the Chief of Maintenance, INL/A regarding ongoing projects, provides guidance to contractor maintenance and logistics managers, and host nation personnel, and oversees implementation of the maintenance and logistical support program. 4. Analyze of all facets of aviation operations management and involve a fleet of fixed and rotary wing tactical and transport aircraft that function within an integrated program of diverse counter-narcotics missions. These missions include aerial interdiction; forward area aerial re-supply, replenishment and sustainment. 5. Perform continuous analysis of interrelated issues of effectiveness and efficiency affecting the INL/A's aviation safety program that will improve flight safety of aviation operations in support of the counter-narcotics mission. PHYSICAL DEMANDS Work is physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Must be able to independently perform fieldwork in remote areas for extended periods without assistance. WORK ENVIRONMENT Work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Pakistan and therefore pose significant risk to the incumbent while at these sites. D. EVALUATION CRITERIA: Factor 1. Contract Oversight - 25% Offeror's ability to: a. Perform oversight and evaluation of contractor maintenance and logistical activities, to include reviewing contractor maintenance and logistical procedures, and monitoring contractor and host nation maintenance and logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide maintenance and logistical support direction and guidance to the contractor for the purpose of supporting the border security effort in Pakistan. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. Assist the SAA) - 25% Offeror's ability to a. Assist the SAA in directing and coordinating aircraft maintenance and logistical support within Pakistan for the purpose of interdicting illicit narcotics and provide maintenance and logistical support to the program. b. Provide instruction, evaluation and guidance regarding maintenance/logistical support for the CN program. Factor 3. Develop, Coordinate, Organize and Implement Maintenance and Logistical support). - 25% Offeror's ability to: a. Develop comprehensive aircraft maintenance and logistical support systems and procedures. b. Coordinate/Organize aircraft maintenance and logistical support systems and procedures. c. Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. Past Performance - 25% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
