Assistant Operations Officer, (PSC), Patrick Air Force Base, Melbourne, FL Issuance Date: 05/07/2012 Closing Date: 06/07/2012 SOLICITATION NUMBER: PSC-12-055-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Assistant Operations Officer 6. MARKET VALUE: $81,823 - $106,369 (GS-13 Equivalent) 7. PERIOD OF PERFORMANCE: One year from the date of award and four option years 8. PLACE OF PERFORMANCE: Melbourne, FL, Patrick Air Force Base (AFB) 9. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PRUPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The U.S. Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A, Patrick Air Force Base, Florida, provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central Asia and Latin America and for aviation support to personnel under Chief of Mission authority in Iraq and Afghanistan. This mission is performed using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and Personal Services Contractor personnel operating in the United States, various Latin American countries, Pakistan and Afghanistan and Iraq. PURPOSE: This personal services contract (PSC) serves as the Assistant Operations Officer for the Operations Division. The Adviosr assists in the management of the total operations function of INL/A; coordinate operational direction/guidance to and oversight/evaluation of contractor and host nation operations activities; to coordinate direction and oversight for contractor and host nation aviation training/standardization; and to perform pilot-in-command duties in fixed wing or rotary wing aircraft. The Advisor is required to develop, coordinate, and implement operational systems/procedures in support of INl/A operations to include current and future strategic planning. Review, develop, implement and/or contribute to a wide variety of plans, policies and procedures for organizing, training, and deploying INL/A assets within or to OCONUS locations. RELATIONSHIPS: Work under the direct supervision of the Chief, Operations Division. The Chief provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. He/she exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. DUTIES AND RESPONSIBILITIES: 1. Develop, coordinate, organize, and implement comprehensive operational systems, and flight policies and procedures for INL/A. 2. Assist in developing operational tactics and new training procedures through the INL/A training/standardization staff. 3. Coordinate aircraft operational flight activities direction and guidance to the contractor and host nation operations activities and personnel. 4. Provide technical input regarding oversight and evaluation of contractor flight operations. 5. Assist and coordinate aircraft and personnel deployments to OCONUS countries. 6. Provide aircraft operational flight guidance to and coordination with Senior Aviation Advisors (SAAs) and Aviation Operations Directors (AODs) at OCONUS locations. 7. Assist in the collection, review, and dissemination of data on aviation tactics, techniques, and employment in support of the mission of the Office of Aviation. Maintain staff liaison with U.S. DOD, DOS, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to INL/A operations. 8. Assist in the implementation and development of current and future strategic planning initiatives and requirements. 9. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. 10. Serve as technical advisor to aircraft accident investigation boards. MINIMUM REQUIREMENTS: 1. U.S. citizen able to obtain/maintain Secret security clearance 2. General knowledge of Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4. Extensive knowledge of tactical employment of fixed/rotary wing aircraft in a counter-narcotics/counter-terrorism operation, including capabilities, limitations and techniques of employment of INL/A aircraft. 5. Experience in planning aircraft operations,and training management in a military or civil organization involved in the training and standardization of pilots. 6. Experience with the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. 7. Knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Working knowledge of command communications, government intelligence procedures, and DOS flight operations procedures. 8. Skill in the operation of fixed or rotary wing aircraft. Certification as a U.S. FAA commercial, Single and Multi-Engine Land or Rotorcraft Helicopter, or U.S. Military Fixed Wing Multi-Engine or Helicopter qualification. 9. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DOS INL INL/A Aircrew Training Program. 10. Knowledge of and skill in operation of desk top computer based word processing systems. 11. Knowledge of formalized Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 12. Experience in aviation mission planning and execution supporting counter-narcotics operations. DESIRED KNOWELDGE AND SKILLS: 1. Knowledge of U.S. Government contract administration procedures. 2. Skill in the operation of fixed or rotary wing aircraft as an instructor pilot. COMPLEXITY: 1. Assist in supervising flight standardization oversight of U.S. Government, contractor and host nation pilots operating in seven countries and at multiple forward operating locations. 2. Supervise the development of multi-national/multi-cultural pilot training programs, plans, policies, and procedures for the INL/A, coordinates recommendations from staff officers, consults with the Chief of the Operations Division regarding ongoing projects, provides guidance to Office of Aviation Standardization Pilots, contractor, host nation and operations personnel, and oversees implementation of the program. 3. Perform continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aviation operations in support of the counter-narcotics mission. PHYSICAL DEMANDS: Work is physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to complete an FAA second-class medical examination annually. WORK ENVIRONMENT: Work is conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections. Flight duties are performed in fixed or rotary wing aircraft at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities and therefore pose significant risk to the incumbent while at these sites. EVALUATION CRITERIA: Factor 1. Assist the Chief of Operations - 30% Offeror's ability to: a. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. Factor 2. Operational Coordination - 20% Offeror's ability to a. Coordinate aircraft operational flight activities direction and guidance to the contractor and host nation operations activities and personnel. b. Assist and coordinate aircraft and personnel deployments to OCONUS locations. Factor 3. Contract Oversight - 20% Offeror's ability to: Provide technical input to the Chief of Operations regarding oversight and evaluation of contractor flight operations. Factor 4. Experience/Past Performance - 30% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
