- DESCRIPTION: The Monongahela National Forest (managed by the USDA Forest Service) is advertising the Forest Road (FR) 86 streambank stabilization and shoulder repair project located within the administrative boundaries of the Gauley Ranger District in Pocahontas and Webster Counties, WV. The Contractor will be required to provide all labor, supervision, tools, equipment, transportation and incidental supplies as required in the Schedule of Items and Specifications of the solicitation necessary to perform streambank stabilization and shoulder repair. Work will include, but is not necessarily limited to minor excavation, furnishing and placing riprap and geotextile to repair eroded sections of stream bank on FR 86. Work will also include placement of large base and fine top coat aggregate to reconstruct shoulder areas. All work is to comply with applicable Local, State and Federal codes and is subject to Davis Bacon wage rates. GOVERNMENT COST ESTIMATE: Between $100,000 and $250,000. This does not mean that our estimate for the price of the work can fall anywhere within that range; it means that our estimate is an actual number that lies at a specific point between those two values. DIRECTIONS TO SITE: The project site is located along FR 86. Mile post stationing for site locations begin at Tea Creek Campground, just west of FR 150 (Highland Scenic Highway), and proceed west down the Williams River along FR 86. PERIOD OF PERFORMAANCE AND SITE VISIT INFORMATION: Contract time will be 30 days from the effective date of the Notice to Proceed. A pre-bid meeting/site visit will be held at a date, time and location to be specified in the solicitation. CONTRACTOR QUALIFICATIONS: Successful offerors are required to be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Registration in CCR may be completed on the Internet at http://www.ccr.gov. Vendors must also be registered in the Online Representations and Certifications (ORCA) application prior to contract award and may accomplish that on the Internet at https://orca.bpn.gov. SET ASIDE: This acquisition is being totally set-aside for small business concerns. The NAICS code for this project is 237310; the small business size standard is $33.5 million. Only offers from vendors who qualify as a small business will be considered. BONDING INFORMATION: The successful offeror will be required to furnish a Payment Bond (SF-25A) within 15 calendar days of the date they receive notice of award, the penal amount of which shall be 100 percent of the original contract price. SOLICITATION DOCUMENTS: Solicitation AG-3434-S-12-0017 is being issued as a Request for Quotation (RFQ) and will be awarded as a firm fixed price contract. A single award is anticipated. The solicitation and related documents will only be issued electronically via FedBizOpps and are expected to be available for downloading on or around May 22, 2012 from FedBizOpps' web address: http://www.fbo.gov. All responsible sources may submit a quotation which, if timely received, shall be considered by the agency.
