UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH22-12-R-00555 Title: Office of Vehicle Safety Compliance (OVSC) Motor Vehicle Import Information (MVII) Operations, Telecommunications, and Customer Service Support Introduction: The National Highway Traffic Safety Administration (NHTSA), Office of Vehicle Safety Compliance (OVSC) requires professional technical support for its operations and business processes that involve monitoring the importation of motor vehicles and motor vehicle equipment and ensuring compliance with applicable motor vehicle standards and regulations. This support effort shall provide OVSC with trained professionals and support staff to maintain the data entry and reporting requirements associated with the implementation of OVSC's importation monitoring and enforcement program. These requirements include: data examination, data entry, data quality assurance, document cataloging and preparation for archiving, and reporting. The support task functions to be performed under this SOW will include: data administration; customer support; data entry; filing, mailing and other data management and support duties. Background: NHTSA is an agency in the U. S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries, and reduce economic costs due to road traffic crashes through education, research, safety standards and enforcement activity. OVSC conducts testing, inspection, analysis, and investigation, to identify domestic and imported motor vehicles and items of motor vehicle equipment that do not meet all applicable Federal motor vehicle safety standards (FMVSS). Motor vehicle equipment that does not comply with applicable FMVSS cannot be lawfully imported. Nonconforming vehicles less than 25 years old can be lawfully imported provided NHTSA decides they are eligible for importation, based on their capability of being modified to conform to all applicable FMVSS and they are imported by an importer specially registered with the agency or by a person who has a contract with such a registered importer (RI) to modify the vehicles so that they conform to those standards following importation. The business process for the importation of motor vehicles and items of motor vehicle equipment has changed significantly in the last five years due to the implementation of new and expanded rules, office automation, and the increase of importation from emerging markets not familiar with NHTSA's rules. The OVSC Importation and Certification Division (ICD) is handling a substantial increase in the number of telephone inquiries, e-mails, faxes, and other customer and RI related service issues. The ICD staff size has not increased, even though the demand for its services has increased. In addition to the increased demand for customer service, the need for subject matter experts in this area has also increased. Knowledge of motor vehicle importation regulations and requirements is not easily acquired unless one has worked within OVSC or at another Federal agency that interfaces with OVSC on vehicle importation issues. The business process for the information technology support within OVSC has also recently changed. A working knowledge of OVSC's propitiatory database the Motor Vehicle Importation Information (MVII) system, in which the agency maintains information on imported vehicles and equipment and the parties involved in the importation process is essential. Dedicated contractor support that is knowledgeable of and experienced with the MVII system as well as OVSC and U. S. Customs and Border Protection (CBP) business processes, is critical to the fulfillment of the OVSC support requirements. Description: This effort is for an initial one year base period and four one year option periods. Tasks will be performed through issuance of an annual base level effort for the base year and for each of the follow-on option years. Additional separate task orders may be separately executed. This solicitation is a full and open competition. Purpose: The goals of this contract effort are to: •1. Obtain operations, technical, and customer support services to maintain the importation program monitoring and enforcement effort; 2. Obtain professional consultation to assist OVSC in the development and implementation of new importation related business processes; and 3. Improve current business procedures. Specific Requirements: The technical support effort under this Scope Of Work (SOW) is structured as an annual base level task composed of four objectives and potential individually awarded Task Orders. The four objectives are to: Effectively maintain and enhance Office of Vehicle Safety Compliance's (OVSC) importation programs and services through annual planning and resource allocation support. Provide OVSC with responsive and high quality onsite direct technicians who fully meet customer expectations. Provide timely high quality document and database records to OVSC customers and staff. Provide timely high quality responses on behalf of the OVSC to RIs, manufacturers, and other OVSC customers, including the general public.
