Description
The U.S. Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC), Norfolk, VA is procuring AIR TRAFFIC CONTROLLER TOWER SERVICES to be performed at USCG AIR STATION ELIZABETH CITY, Elizabeth City, NC as a 100% SET-ASIDE for SMALL BUSINESS. A solicitation (Request for Proposal (RFP) Number HSCG84-12-R-AA5414), and any subsequent amendments, will be available electronically on the Federal Business Opportunity Website at www.fbo.gov on or about 09 MAY 2012 with a closing date for receipt of quotes on or about 30 MAY 2012. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. This requirement is solicited in accordance with FAR Subpart 19.5 - Set-Asides for Small Business; and, using the policies contained in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiations. A Firm-Fixed Price type contract will be awarded for a Base Period, starting 1 AUGUST 2012 through 31 JULY 2013; and, Four Option Years, of 12 months each, not to exceed 60 months, if exercised by the Government. The contractor shall furnish all labor, supplies, material, required equipment, transportation and supervision necessary to perform the service requirements at Coast Guard Air Station Elizabeth City between the hours of 0700 to 2200, 7 days per week. Staffing includes four (4) air traffic controllers (ATC) providing daily service, plus an additional ATC during peak training hours from 0900-1700; for five (5) HC-130J airplanes and four (4) HH-60T helicopters currently assigned to the air station; along with providing services to the general aviation public. All licenses and certifications required for the State of Virginia must be identified in proposal, along with any other required information (i.e., FAA, etc.) The applicable Department of Labor Wage Determination is No. 2005-2544, Revision No. 13, Date of Revision 06/13/2011; and will be included in the solicitation. An advance copy can be obtained from http://www.wdol.gov/. The applicable NAICS Code is 488111 (Air Traffic Control) with a size standard of $30.million. CURRENT CONTRACT INFORMATION: The proposed acquisition is a follow-on contract of HSCG84-11-N-AA5379, which was awarded/effective 01 September 2011 to Edward W. Pacheco, Inc., Virginia Beach, VA and expires 31 July 2012. The contract was awarded in the amount of $298,556.39 for a Base Period of 11 months (09/01/2011 - 07/31/2012); plus Four Option Years for a total value of $1,601,347.91. After several scope increases and additional requirements work throughout the five years, the current estimated five year value is $1,605,481.45. Access to the CG Base Support Unit Elizabeth City will not be available unless you have made prior arrangements with the COTR. Any questions resulting from the site visit or the solicitation must be submitted in writing to the Contract Specialist. When the solicitation is issued, contractors must submit the following documentation along with their proposal: Corporate Experience/Management Capability; Contingency Plan; Resume for designated on-site fulltime Air Traffic Control Manager and Alternate Air Traffic Control Tower Manager; Transition Plan; Certificate of Insurance as required by FAR 52.228-5 and completed Past Performance information as required by FAR 52.212-1 (b)(10).
