Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services located in Seattle, WA on a sole source basis with Washington Department of Fish and Wildlife. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for genetic analysis of tissue samples from Chinook Salmon caught in the 2012 commercial troll fishery. This project is collaboration with commercial fishermen of the Washington Trollers Association and other West Coast salmon genetics laboratories. Commercial fishers are paid to collect fin clips for genetic analysis from Chinook salmon, along with date, location, fishing depth, mark status, and fork length. By using standardized genetic markers and interagency shared reference data, mathematical models then describe not only stock compositions in time and space, but also stock-specific associations with oceanographic conditions (SST and SST anomaly, DO, chlorophyll, etc.) and hydrographic features (e.g., capes and canyons). The goal is to minimize broad time and area closures through improved understanding of the distribution of sensitive stocks. Two principal services are required. First, tissue samples must be obtained from commercial fishing boats and the fishers compensated through a subcontract between WDFW to the Washington Troller's Association. Second, WDFW must carry out the genetic analysis on a subset of those tissue samples. The additional samples would be delivered to NWFSC. The Washington Department of Fish and Wildlife is uniquely qualified to complete this project because of their relationship with the Washington Trollers Association and their network of port samplers as well as GAPS certification for the Genetic Laboratory. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through March 31, 2013. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $14.0M. It is the Government's belief that only Washington Department of Fish and Wildlife can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
