- This is a SOURCES SOUGHT request to conduct market research for developing a procurement strategy for a possible upcoming opportunity entitled, "Chief Joseph Dam Main-Unit Exciter Replacements" located in Bridgeport, (Okanogan County) Washington. The purpose of this notice is to seek market data pertaining to qualified Small Businesses (SB), 8(a), Small Disadvantaged Businesses (SDB), Woman Owned Businesses, Service-Disabled Veteran Owned Small Businesses (SDVOSB), or HUBZone businesses as prime contractor business sources and their respective size classifications relative to the North American Industry Classification System (NAICS) code of 238210, Electrical Contractors and Other Wiring Installation Contractors. Depending upon the responses in the business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued on an unrestricted basis open to both Small and Large business. Description of Work: The scope of work consists of the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the following detailed requirements: a. Design, prepare drawings and data, manufacture, shop test, prepare and load for shipment, and deliver f.o.b. destination eleven complete digital static excitation systems for the Chief Joseph Dam powerhouse. b. Remove the existing excitation systems. c. Install, commission, test, and make ready for commercial operation these 11 excitationsystems at Chief Joseph Dam, including floor repair and including furnishing and installing wire, cable, bus, conduit, meters, switches, and all other required appurtenances. d. Conduct equipment model validation tests and prepare test report suitable for use by the Western Electricity Coordinating Council (WECC). Responses to the Sources Sought should be received as soon as possible, but not later than 2:00 p.m. (Pacific Time) on FRIDAY, 18 May 2012. The responses should be forwarded to the attention of: Nathanial Wills, Contract Specialist, by email: Nathanial.Wills@usace.army.mil. Your response should include: a. Firm's name, address, CAGE code and DUNS number. b. A description of your firm's available services. c. A bonding letter, on bonding company letterhead, that demonstrates the ability to bond for a project valued at approximately $5 million dollars. d. At least 2 examples of similar work that your team has successfully completed within the past five years. The North American Industry Classification System (NAICS) Code for this project is 238210 with a Small Business Administration size standard of $14M. Please note that this Sources Sought is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the USACE. All interested parties are invited to submit complete information describing interest and ability to meet the requirements stated above. NOTE: There are no plans and specifications for this project at this time. Please refrain from asking potential and forthcoming technical questions, as answers to technical questions are only available through an online system which will be established during the solicitation phase of the project.
