- U.S. Postal Service Sources Sought Notice 3A-12-A-0007 PASS Carts May 2, 2012 This sources sought notice is to request information for planning purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to solicit responses from interested suppliers to determine which are capable of providing the potential material and/or services described. The Postal Service has developed a Passive Adaptive Scanning System (PASS) which requires a steel cart to house various electronic components that comprise the system solution. The PASS cart requires the supplier to have the capability to fabricate, weld, assemble and paint steel parts into the desired cart configuration. The Postal Service has developed the overall design of the PASS Cart. The PASS Cart is a proprietary design of the U.S. Postal Service. The current program requires a total of 2500 carts to be deployed to USPS facilities beginning in November of 2012. Suppliers will need to have the capability of producing up to 125 carts per week. Carts may be shipped to a multiple of single USPS locations. The Postal Service is interested in identifying suppliers who can provide one or all of the following: 1. Fabricate the metal cart and ship to a designated kitting supplier. The cart is manufactured from tubular steel and plate steel. 2. Provide only kitting services to integrate various electrical components on the cart, conduct cart integration system testing and ship to designated USPS location(s). 3. Fabricate the metal cart and provide kitting services as noted in Item 2. A picture of the PASS Cart and a Statement of Objectives outlining the kitting services are provided as an attachment to this Request for Information. The Postal Service intends to prequalify suppliers for participation in a future request for proposal on the basis of responses to this sources sought notice. Interested parties should provide the following information in response to this notice: •1. 1. Company Name, location, facilities, management structure, key management personnel and contact information. •2. 2. Relevant experience in fabrication of steel material handling carts to demonstrate capability to fabricate, weld, assemble and paint, as well as ability to produce carts in volumes required by the Postal Service. •3. 3. Certification to ISO 9001 or similar quality management program. Provide certification and quality management plan for your operations. •4. 4. Financial statements for current and prior two years. •5. 5. Any prior experience in providing similar products and services to the Postal Service.
