- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, evaluate, and award a firm, fixed-price purchase order for purchase of six (6) each Seal Delivery Vehicle (SDV) MK8 MOD1 Hydro-Acoustic Information Link Manned Underwater Vehicle (HAIL MUV) Power and Communications Y Cables, Part Number 8436769-4 on a sole source basis to L-3 Communications Maripro, Inc, 1522 Cook Place, Goleta, CA 93117. Simplified acquisition procedures in accordance with FAR 13.1 will be used. This notice of intent is not a request for competitive proposals. L-3 Communications Maripro, Inc is the sole source for these specific PWR & COMM Y cables, P/N 843796-4, vendor P/N 111472-100. The PWR & COMM Y CABLE, P/N 8436796-4, vendor P/N 111472-100 is already in use by SDVs in the Fleet and is the only power and communication Y-cable approved for use by the SDV Configuration manager. In addition, the cables are identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-8436769 that identifies L-3 Communications Maripro, Inc as the single source, which preclude substitution of items without comprehensive qualification testing. Based on qualification requirements, L-3 Communications Maripro, Inc is the only known company able to provide cables that satisfy ™s the Government ™s requirement. The Government believes this requirement is sole source; however, companies that feel they can provide PWR & COMM Y cables to meet the Government ™s requirement should respond to this notice and provide documentation demonstrating their capability to the Government. Submit the documentation for review to the Contract Specialist identified below no later than 12 May 2012, 4:00 pm, CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery will be to the Naval Surface Warfare Center, 110 Vernon Ave, Panama City, FL 32407. The basis for award is a fair and reasonable price. The estimated delivery date is 180 days after contract award. Estimated contract award date is on or about 30 May 2012. The NAICS code is 334220. The Small Business size standard is 750 employees.
