- The U.S. Department of Transportation, National Highway Traffic Safety Administration's (USDOT/NHTSA) Office Emergency Medical Services (OEMS), and National 911 Program support national programs and products designed to enable the vision of Next Generation (NG) 911 as a nationwide network of interconnected 911 systems. The focus of the program is on enhancing and improving collaboration among all 911 stakeholders, providing information and resources on 911 technology and operations, and the administration of a grant program specifically for 911 Public Safety Answering Points (PSAPs). Description: The National 911 Program and NHTSA support national programs and products designed to enable the vision of Next Generation (NG) 911 as a nationwide network of interconnected 911 systems. The focus of the program is on enhancing and improving collaboration among all 911 stakeholders, providing information and resources on 911 technology and operations, and the administration of a grant program specifically for 911 Public Safety Answering Points (PSAPs). To reach its vision and to address the recommendation made by CSRIC Working Group 4B to the FCC, this Request for Proposals (RFP) is for the services of an organization such as a university, non-profit organization, or for-profit company to provide specific expertise in economics, and apply that expertise to develop models for funding and oversight of 911 systems that could be applied at local, and/or State levels of government. In addition to using its economic expertise, the contractor will be expected to utilize stakeholder input and guidance from a steering committee ("Blue Ribbon Panel" (BRP)) to help inform its analysis. While stakeholder input is critical to the success of the project and will help to inform the final report, the contractor will retain responsibility for preparation and submission of the final deliverables. The primary objective of this contract is to procure the service of an organization with specific expertise in economics to develop a report containing options for local, State and national 911 funding and oversight models that is based on appropriate economic theories and principles and input from a "Blue Ribbon Panel" on 911 Funding. The NAICS Code for this contract is 541720. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Material Labor Hour type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 25, 2012. Period of Performance: eighteen (18) months Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP). NHTSA intends on awarding a Time and Material type contract for a performance period not to exceed eighteen (18) months after the effective date of the resultant contract. The anticipated award date for this resultant contract is expected on or about August 2012.
