- DCMA St. Louis intends to place a Firm Fixed Price delivery order with The Boeing Company of St. Louis, Missouri 63166 for the procurement of Class I/Class II updates as requested for technical manuals, and program management support to include status reports, disposition of Interim Rapid Action Changes (IRACs), and Interim Changes (ICs), with SCS25X updates as an option, in support of the Kuwait Air Force F/A-18 Program. The projected period of performance will start approximately 1 April 2013 and consist of a twelve month base year and three subsequent one-year options. SCS 25X update option is included in the base year. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer, and integrator of the Kuwait F/A-18 C-D aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel to accomplish this task. This notice of intent is not a request for competitive proposals. No solicitation document exists. The Government does not intend to fund the development of qualification of other sources for fulfilling this requirement, as production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
