Description
SOURCES SOUGHT. This is a Request for Information (RFI) from interested sources. Response to this RFI is voluntary and at the contractors expense. The Government is seeking qualified sources with specific, recent experience and past performance with the sustainment of fielded United States Marine Corps (USMC) Command, Control, Computers, Communications, and Intelligence (C4I) systems. The work to be performed is for non-personal technical support services and deliverable products required by Marine Corps Tactical Systems Support Activity (MCTSSA) for fielded tactical Command, Control, Communications, Computers, and Intelligence (C4I) systems for Marine Corps Operating Forces (OPFOR). Technical support under this effort include On-Site / On-Call support at the MCTSSA Operating Forces Tactical Systems Support Center (OFTSSC), On-site technical representation at specified Marine Corps Command organizations Worldwide, exercise support based upon the operational schedule of the supported units, and embedded support of contingency operations (e.g., hazardous duty, combat operations, peace-keeping, humanitarian relief) on a discrete basis. The work includes, but is not limited to: On-site training, system administration, troubleshooting and support for C4I local and wide area networks (LAN / WAN); Technical guidance to the OPFORs on fielded Marine Corps and Joint C4I systems, and software; Test and exercise support and consulting; On-site software / hardware over-the-shoulder training; Information Assurance (IA); SharePoint development, administration, and maintenance; and Information Management (IM) web and Video TeleConferencing (VTC) support. Additional support requirements include providing regional on-site technical support for USMC Systems to include, but not limited to: Tactical Collaborative Works Suites (TCWS); Defense Message System (DMS); Combat Operations Center (COC); Command Post of the Future (CPOF); and Common Aviation Command Control System (CAC2S), throughout the operating forces (OPFOR), both in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Support will include: System Administration; Asset Tracking / Management; Installation and Troubleshooting; Support for Exercises; Technical Consulting; Test Support and Consulting; and On-Site, Over-the-Shoulder training of USMC C4I software and hardware. The goal is to provide continuous and unparalleled C4I systems support for fielded programs and non-programs of record. Industry responses to this RFI may determine the Governments acquisition strategy. Responses shall explain in detail: (1) the contractors specific and unique experience with technical support services for tactical USMC C4I systems, Microsoft SharePoint, and Remedy, in support of Operating Forces C4I sustainment, exercise and combat operations support; (2) a reference list of related support contracts within the past three years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) Information related to the contractors business size and socioeconomic status; and (4) a statement as to the capability of providing employees who possess the necessary skills and abilities. This synopsis is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract.
