Description
This is a Sources Sought announcement to request information only. The North American Industry Classification System (NAICS) code for this service is 611430, Professional Development Training, with a small business size standard of $7.0 million. The U.S. Army Mission and Installation Contracting Command (MICC) - Fort Benning, 6650 Meloy Drive, Suite 250, Fort Benning, Georgia, 31905 is seeking sources for a potential competitive 100% set-aside for small business. IF ADEQUATE RESPONSES ARE NOT RECEIVED FROM SMALL BUSINESSES, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This RFI notice is issued for planning purposes only. This is not an announcement of a solicitation. Responses to this notice will assist the government in identifying potential sources, in determining if a set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the government will not pay for any information or administrative cost incurred in response to this RFI. Interested concerns, large and small, should indicate interest to the Contracting Officer, in writing as early as possible, but no later than May 10, 2012. This sources sought notice seeks to obtain information on qualified and experienced contractors interested in providing non-personal services to redesign and implement characteristics of the Army Learning Model within the Armor Basic Officer Leader Course (ABOLC) through adapting the best practices from blended learning, outcome based training and transform traditional task-based training into collaborative problem-solving events. See performance work statement for a comprehensive explanation of the requirement. Request interested firms respond to this notice and include the following in their response: 1. Firm's information [name of representative, address, phone number, CAGE Code, DUNS number]; 2. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 3. Business size [e.g., 8(a) HUBZone, SDVOSB, WOSB, small business, large business]; 4. General Capability [general information and technical background describing your firm's experience in contracts requiring similar effort to include a summary of relevant performance history (identified by contract number, project title, dollar amount, points of contact with telephone numbers, and in what capacity performed (e.g. prime or subcontractor)]; 5. Specific Capability Statement. Provide answers to the following: a)What method or how would your team explicitly focus at every step on developing such "intangible" traits as critical thinking, judgment, problem solving, initiative, and accountability in both the instructors and the students? b)What qualifications does your organization have in developing armor and reconnaissance technical, tactical, and leadership skills and knowledge using Outcome Based Training and Education? c)What qualifications does your team have/ deem necessary in order to be able to support the compressed timeline and deliverables associated with the application of an outcome-based learning and education methodology? d)What do you see as important in the development of a self-sustaining model to change our instructional design to focus on outcome based training/learning with a holistic redesign of ABOLC that sets the conditions for the Armor Force through 2020? e)What capability and resources does the vendor have to solicit the operational force in determining the right outcomes for ABOLC in a compressed timeframe? 6. Percent of work the firm could commit to accomplishing with in-house labor; and, 7. Suggestions for how the government could form the contract or performance work statement that could facilitate contract execution. Interested contractors may provide the above information via e-mail to the points of contact listed herein. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. Request responses be limited to seven (7) pages.
