Description
Naval Air Systems Command (NAVAIR) intends to issue a sole source acquisition pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The firm fixed price contract modification to Insitu, Inc., Bingen, WA, will be for a 6 month extension of services for the United States Marine Corp (USMC) to prevent a break in service of critical Unmanned Aerial Services (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) requirements in support of Operation Enduring Freedom (OEF). Insitu, Inc. is the only firm which can fulfill the mission critical requirements due to having the Level III flight clearance approval and the Authority to Operation (ATO) within the area of operations (AOR). The follow-on to this effort has been competitively selected. The purpose of this acquisition is to provide for the continuation of services while the follow-on vendor obtains necessary operational clearances. Accordingly, Insitu, Inc. is the only firm with the unique knowledge, experience, and approved operational clearances to provide the required service during the interium period. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
