Description
Notice of Intent to Award a Sole Source Contract forService and Maintenance for Teledyne Tekmar HT3 Headspace System, PR-R1-12-00096 This is a notice of intent to award a sole source contract. EPA Region 1 New England located at 5 Post Office Sq, Boston, MA 02109 intends to negotiate and award a sole source service maintenance contract to Teledyne for a Tekmar HT3 Headspace System. This equipment is located at EPA Region 1 New England Laboratory, 11 Technology Drive, North Chelmsford, MA 01863.The following must be covered by the service: - Preventative maintenance ? 1 per unit per year- Mechanical upgrades as deemed necessary- Leaks (induced by malfunctioning part)- Software/firmware upgrades/defects- Manufacturing defects- Mechanical parts (motors, valves, elevators, etc.)Electronics Unlimited parts, labor, software support, phone support and travel are required. Phone support must be within 4 hours, site visits must be within 24-72 hours, with parts delivery within 24 hours. The period of performance will be for one base year starting at award with the potential for three additional options years, for a total period of performance of up to 4 years. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals, however all responses received will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be received no later than 3:00 PM (EDT) May 18, 2012 in order to be considered when a determination to award is made.
