Description
This is a sole source announcement. No solicitation will be prepared or madeavailable. The Tactical Systems Engineering Branch (Code 53521) of the Space and Naval Warfare Systems Center Pacific (SPAWAR SSC Pacific) intends to issue a sole source, firm fixed price contract to ViaSat Inc., 6155 El Camino Real, Carlsbad, CA 92009 for the fulfillment of the Governments requirement for two (2) ViaSat Small Tactical Terminals (STT) and related equipment which enable dual-channel, software defined, networking communications system, hosting the Link-16 and Soldier Radiowaveforms with size, weight, and power limitations that allow integration into various rotary wing aircraft. This equipment is required to support the the Airborne Maritime Fixed Joint Tactical Radio System (AMF JTRS) program, ajoint Air Force, Navy, and Army effort to develop software defined radios that are interoperable using different waveforms. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The success of government testing of the AMF JTRS program is dependent on having real terminals that have been, or are going to be fielded on live platforms. The AMF program high-level requirements include a dual-channel, software defined, networking communications system, hosting the Link-16 and Soldier Radio waveforms with size, weight, and power limitations that allow integration into various rotary wing aircraft. Due to the program's immediate needs to meet operational platform integration schedules in FY2012, the system must also have current NSA approval for operational use. ViaSat is one of the leading tactical communications system developers and is the only known developer who can provide an NSA approved terminal that meets the AMF JTRS requirements. ViaSat STT is being used in both the operational theater and in several test facilities throughout the nation. ViaSat is the sole manufacturer for the STT and is the only vendor able to deliver an NSA approved small airborne variant of a dual-channel software defined networking communications system hosting the Link-16 and Soldier Radio waveforms. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 334220 and the size standard is 750 employees. The estimated value of the effort is $362,600.
