Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source, fixed price contract with Rimage Corporation, 7725 Washington Avenue South, Minneapolis, MN 55439, under Request for Quote (RFQ) RFQ1826122609. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The Government intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). FBO Destination is the FBI Engineering Research Facility, Quantico, VA. The FBI has a requirement for a quantity of 20 Rimage Video Synopsis Solutions, which include 3 years of hardware, software and phone support, that interfaces with existing FBI Milestone equipment currently owned and in use by the FBI. Video collected over hours of surveillance is time consuming to review and can be summarized into a video clip that is substantially reduced in time, being 50 to 100 times shorter than the original video recording, while still fulfilling the purpose of monitoring a subject or activity. While the Briefcam Synopsis software is available from a limited number of sellers, those selling the Briefcam Synopsis require the software to communicate via the Internet for licensing purposes. The FBI requires that video surveillance equipment operate without periodic direct connection to a company's licensing server. The Video Synopsis Solution includes: •° A high performance, high quality computer capable of processing 10 video channels and storing up to 1.5 terabytes of synopsis video; •° Software capable of analyzing 10 camera streams in real time; •° Software compatible with the Milestone XProtect Enterprise Video Management System; •° Three years of hardware maintenance support and video synopsis software updates; •° Pre-activated 10-camera "floating" video synopsis camera license with no need to connect to the Internet to change camera assignments. Rimage is the only vendor with the technical ability to fulfill the requirement in an efficient and cost-effective manner: •° Rimage is the only known vendor selling the Briefcam Synopsis software in a pre-packaged, pre-licensed configuration; •° The Rimage solution is the only known system permitting "floating" camera keys: Camera A can be used in Channel Slot # 1 for two months and then be replaced with Camera B without contacting the licensing server; •° The entire software solution is packaged in a dedicated processing terminal and comes with three years of hardware and phone support; •° The Rimage Video Synopsis Solution interfaces with the FBI's existing inventory of Milestone recorders, reducing the need to replace recently purchased recording equipment; •° No other manufacturers offer solutions which interface with existing FBI recording inventory; •° There is no other known vendor providing this unique configuration that will permit the user to have unrestricted access and minimize the cost associated with recording and synopsizing video surveillance. Based on market research, including information obtained from discussions with IP camera manufacturers and disk publishing manufacturers at industry conferences, it has been determined that the FBI's requirement can only be met by Rimage Corporation. The Rimage Video Synopsis Solution, based on Briefcam's video synopsis software, is user friendly, requires minimal training and no camera calibration. The Rimage Video Synopsis Solution is ready for Milestone and a 10-camera video synopsis engine can be interfaced into a Milestone video recording system quickly. There is no software installation required on the video recorders and a user located anywhere on the video network can view the results using Milestone Smart Client. Key video clips of interest can be quickly identified and easily published to DVD or Blu-ray media using the Rimage Disk Publisher currently being installed in FBI field offices. Users can view the Rimage Briefcam video synopsis within the Milestone Smart Client interface, reducing the need for training. The Rimage Video Synopsis Solution is compatible with the FBI's existing hardware/software training and is therefore cost effective. This notice of intent is not a request for competitive quotations. However, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 9:00 am, EST, by Wednesday, May 9, 2012, by email, to the attention of Margaret D. Einspahr, Contracting Officer, at margaret.einspahr@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The North American Industrial Classification System Number is 334119 and the size standard is 1,000 employees. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database. Interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
