- SOW Examples DESCRIPTION This announcement is issued for informational and planning purposes. This Request for Information (RFI) is not a request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Bureau of Public Debt on behalf of the Treasury Inspector General for Tax Administration (TIGTA) is hereby seeking sources that can provide the services defined in the below scope of work. The objective of this RFI is to obtain technical capability statements & pricing from interested parties capable of performing these functions by providing information of the services provided to Government or commercial customers related to this type of work. In your response, please reference RFI-TIGTA. Responses submitted will assist the Government in its market research to determine the availability of commercial sources and the acquisition strategy in terms of set-aside requirements. In order for the TIGTA to assess set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses for points of contact, prime or sub-contractor interest, any GSA Schedule contract the company may have, and identify the company as being one or more of the following; small business, small business 8(a), HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, or service-disabled veteran-owned small business. Interested parties are requested to submit responses electronically to the following e-mail address; PSB1@bpd.treas.gov by 2:00 ET on May 10, 2012. SCOPE OF WORK: PRINT AND ONLINE MONITORING SERVICES Revised April 18, 2012 The Treasury Inspector General for Tax Administration (TIGTA) has a requirement for: 1) print and online monitoring for coverage of agency activities, and 2) regularly updated lists of media contacts at national, regional, trade, print, online and broadcast media outlets. The estimated period of performance for this requirement 10/1/2012 to 9/30/2013. Please note that this request for market research purposes only at this time to determine availability of services and pricing estimates. About TIGTA As the independent agency overseeing the Internal Revenue Service, TIGTA issues approximately 125 audit and evaluation reports a year. TIGTA's reports and other activities are regularly covered by media covering tax, government oversight and government information technology issues. TIGTA's Office of Communications distributes press releases and other information to national, regional, print, broadcast and online media via email. TIGTA's activities are routinely covered by national and trade media, including the New York Times, Washington Post, Wall Street Journal, Bloomberg News Service, the Bureau of National Affairs (BNA) Daily Tax Report and Tax Notes Today. General Requirements • Preference will be given to companies that are on the GSA schedule, but all sources responding will be considered. • Products must be 508 compliant Task 1: Print and Online Monitoring of Coverage of Agency Activities Requirements 1. Monitor print and online media for coverage of TIGTA, to include coverage from: o Print and online versions of newspapers; o Print and online versions of trade publications o Online-only media outlets o New York Times o Wall Street Journal o BNA Daily Tax Report o Tax Notes 2. Coverage must be provided in an electronic format; PDF scans of print articles are not a requirement. 3. Ability to search for the following key words: o "TIGTA" o "Treasury Inspector General for Tax Administration" o "J. Russell George" o "IRS" and "Inspector General" o "Russell George" o "IRS" and "watchdog" o "Michael Phillips" and "IRS" o "Michael R. Phillips" 4. Clips must have appropriate copyright clearance to allow for posting on TIGTA's intranet/SharePoint site, for access by TIGTA's 800 employees. 5. Ability to create daily clipping packages using TIGTA's logo and formatting requirements as described below. 6. Print coverage must include major national coverage with content that is behind pay walls, to include Wall Street Journal and New York Times. 7. Trade publication coverage to include Tax Notes, and BNA's Daily Tax Report. 8. Clips must be available for the full term of the contract. 9. Ability to generate daily clip packages in the following format: • Clip package output document must be in Microsoft Word format, 12 point Times New Roman font, entitled "TIGTA In the News". • News articles for "TIGTA In the News" should include any relevant articles where TIGTA, its reports or investigations are mentioned. • The first page is a listing of each article containing the name of the media outlet and the headline. • The headlines should be bookmarked and hyperlinked to the appropriate bookmark in the document. • "A back to top" hyperlink should also be included to a bookmark established at the top of the document. • The first reference to "TIGTA," "Treasury Inspector General for Tax Administration," and "J. Russell George should be put in bold in the body of the Clips. • Sample of such document included below: **See Attached Document for further specifications*** Task 2: Media Contact Database Requirements 1. Generate regularly updated email contacts for national, regional, broadcast and internet media covering the following subjects: o Tax o Tax preparation o Internal Revenue Service o Personal finance o Government oversight o Federal procurement and acquisition o Information security. 2. Ability to upload existing media contact information. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions.
