- Description
- The USDA, ARS, LSO intends to solicit and negotiate with only one source MKS Instruments, 134 Rio Robles Dr., San Jose, CA 95134 for RGA Mass Spectrometer system. We require a complete residual gas analysis mass spectrometer system. This system will be used to quantitatively measure gas concentrations in a modified atmospheric packaging study using poultry products. The gases detected will have both nitrogen and carbon monoxide present, requiring the system to have an integrated quantitative carbon monoxide analyzer with software to run both the RGA and the CO sensor together. Specifications are listed below: 1. The residual gas analyzer must have a 1-200 amu mass range and be capable of detecting <100parts per billion of non-interfering species. It must have a dual Faraday/Secondary Electron Multiplier detector. 2. The RGA resolution, calibration, emission current, ion energy, electron energy and other parameters must be adjustable and controlled using PC operated software. 3. The system must include the RGA housing, vacuum chamber, oil free turbomolecular pump, solenoid vent valve, oil free diaphragm pump, and total pressure gauge for measuring the housing pressure. 4. The vacuum chamber must in a bakeble oven up to 80°C during normal operation and up to 180°C during bakeout. 5. The system must include the Carbon Monoxide sensor with a detection range of 0-750 ppm 6. The system must have an atmospheric inlet that is pumped via the diaphragm pump. The inlet must be on a user replaceable flange. It must use a heated fused silica capillary in a stainless steel capillary sheath. 7. The system must include a mass flow controller. 8. The system must include a mounting rack for all components. 9. The system must include software which can simultaneously control and read output from the RGA and the CO sensor. The software must be complete and not require any further user programming to control the system (i.e. no coding, or writing software by end user to control CO sensor or RGA). The software. 10. All cables, connections, and fittings to install the instrument must be included. 11. The instrument must include complete installation of all system components and initial training of operators. The install must include all travel expenses. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is May 12, 2012. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package.
