Description

Redacted Justification The Department of Education, Federal Student Aid (the Department) renegotiated an Enterprise Licensing Agreement (ELA) with IBM for the following suites of products: Rational, Tivoli, Websphere, Guardium (Mainframe & Distributed), InfoSphere, ConnectDirect, DB2 Connect and Informix. In some cases FSA is simply renewing maintenance and support but there are areas where the number of licenses are adjusted and new products added. The majority of the ELA is a GSA Schedule purchase but there are some products that are not on the schedule and thus require a separate justification. A justification was posted on FBO on April 12, 2012 for a select group of open market items. This notice of intent and attached justification addresses open market items that were not included in the April 12, 2012 posting. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
