- VESSLE/PERONNEL QUESTIONNAIRE SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries located in La Jolla, CA require a vessel charter with crew to conduct Thresher Shark Nursery Area Survey. Objectives of this contract are as follows: 1) To determine the boundaries of common thresher shark core nursery areas in southern California, 2) collect fishery-independent estimates of annual pup production and recruitment in these core nursery areas, 3) determine physical and biological characteristics of the core critical habitat, and 4) tag and release healthy individuals with conventional and electronic tags to document stock structure, movements, and habitat. Inshore (<10 mi) longline sampling will be conducted from a contracted commercial vessel. Longline sets are to be made repeatedly during late summer - early fall months to determine the presence or absence of thresher shark neonates for each sampling strata in the core nursery area. LONGLINE SAMPLING 2012: 18 day base period and any additional option days (up to 5 additional days) to be performed between August 15 and November 15, 2012. During 18 day base period sets are to be made in each of twelve sampling blocks, with an average of 2-3 stations covered per fishing day. Additional sets during option days will be conducted north of point conception, up to 10 miles offshore, time and weather dependent. All sets shall be made during daylight hours, when conditions seem right for catching young of the year pups or larger individuals. Sampling should allow for 2 days traveling and weather. During base period the fishing should occur between 0 and 25 fm, but no restriction on depths during option days. The entire solicitation is attached. This procurement is 100% set-aside to small business concerns under the North American Industry Classification System Code (NAICS) 487210 with a small business size standard of $7.0 Million. The government intends to issue a firm fixed price contract for base period plus two option periods, base award commencing approximately Aug 15, 2012 through Nov 15, 2012.
