Description
The Bureau of Engraving and Printing (BEP) intends to award a one (1) year MDI Support and Maintenance Services order for previously purchased MDI hardware and software in use at BEP. This acquisition will be made using a Justification for Other than Full and Open Competition (JOFOC) per FAR part 6.302-2 Urgent and Compelling. This requirement is urgent and compelling because of the Office of Security IG audit and as the Government's currency printers, the Bureau's customers and stakeholders expect and demand the highest degree of security. MDI systems provides the security measures within the currency manufacturing areas and adjacent currency storage areas. These security measures provide control, accountability, and police observation of individuals entering and exiting high security areas. As the manufacturer of the hardware and software, MDI maintains a functional expertise relative to equipment functionality and maintenance, provision of software upgrades, "bug fixes" etc.. They alone have the experience with critical items affecting performance. They are also familiar with the Bureau system and architecture since they installed and tested the system and have been performing maintenance support for the past four (4) years. MDI engineers have a working familiarity with equipment functioning and configurations at BEP and have accrued technical expertise in resolving system difficulties. Limiting the procurement to MDI Security provides the Bureau with ongoing software upgrades, expert maintenance, easily accessible depot hardware and or equipment replacement.The use of any other vendor would pose a risk to Bureau security system operations.
