- A general description of the work is below. This is an excerpt from the performance work statement. 1.1. Description of Work. 1.1.1. The Contractor shall support the Solider Resilience and Readiness Center (SRRC) William Beaumont Army Medical Center (WBAMC), at Fort Bliss, El Paso, TX. This support is for Mobilization and Demobilization; Deployment and Redeployment; and Soldier readiness processing. The personal services, health care providers (HCP) shall consist of two Physicians; eight Physician Assistants (PAs); three Nurse Practitioners (NPs); two Dentists, two Dental Assistants, 20 Licensed Vocational Nurses (LVNs); six Certified Nursing Assistants (CNAs); one Psychologist; two Licensed Clinical Social Workers (LCSWs); two Medical Laboratory Technician; four Optometry Technicians; three Audiology Technicians; five Phlebotomists; and three Registered Nurse Case Managers (RNCMs). The non-personal services shall consist of three Administrative Assistants and 15 Medical Clerks. 1.1.2. This contract is for personal and non-personal services. 1.1.2.1. Personal Services. The Contractor employees herein are referred to as health care providers (HCP). The personal services HCP shall consist of the Physicians, PAs, NPs, Dentists, Dental Technicians, LVNs, CNAs, Psychologist, LCSWs, Medical Lab Techs, Optometry Techs, Audiology Techs, Phlebotomists, and the RNCMs. It is intended to create an employer-employee relationship between the Government and the individual HCPs only to the extent necessary for providing the health care services required under this contract. The performance of health care services by the individual HCPs under a personal services contract are subject to day-to-day supervision and control by health care facility personnel comparable to that exercised over military and civil service HCPs engaged in comparable health care services. Any personal injury claims alleging negligence by the individual HCPs within the scope of the HCP's performance of the personal services contract shall be processed by the DoD in the same manner as claims alleging negligence by DoD military or civil service HCPs. The contract does not create an employer-employee relationship between the Government and any corporation, partnership, business association or other party or legal entity with which the HCP may be associated. The authority for this contract is 10 United States Code 1089 and 10 United States Code 1091. 1.1.2.2. Non-Personal Services. The non-personal services are Medical Administrative Personnel (MAP) and shall consist of the Administrative Assistants and Medical Clerks. These personnel shall perform services under the control and general supervision of the Contractor. Throughout this document, wherever the contract refers to HCPs, personal service requirements, or direct health care service, MAPs are exempt from that requirement, regulation, instruction, etc. FAR 52.219-14 applies to this procurement.
