This notice is for information purposes only and does not constitute an invitation for bids, a request for proposals, a solicitation, a request for quotes, or an indication the government will contract for the items contained herein. The government will not reimburse respondents for any costs associated with submission of the information being requested or for expenses incurred to interested parties for responses. Synopsis: This Sources Sought by the USAF Space and Missile Systems Center (SMC), Space Superiority Systems Directorate (SYSD), seeks industry feedback on development of a time-sensitive spectrum survey and signal-monitoring subsystem. SMC solicits industry's questions, comments, and areas/ideas for the Government to consider potential technical solutions. Background & Scope: The scope of this effort is to develop, test, and operationalize a subsystem capable of performing spectrum survey and signal-monitoring. Objectives: The objective of SEAMS is to achieve a hardware and software architecture that adheres to open system concepts through a design that is modular, scalable, and extensible by using Commercial-off-the-shelf (COTS) and Government-off-the-shelf (GOTS) components to the greatest extent possible. Functionality and design considerations will place significant emphasis on criteria that balance capability-based requirements against architectural qualities that reduce subsystem life cycle costs. SEAMS will be evaluated in three key performance areas: Automatic Signal Monitoring and Alarm, Enhanced Operator Situational Awareness, and Signal Verification and Correlation. Responses: The respondent shall submit a Statement of Capabilities (SOC), providing a detailed overview of signal tracking and processing capabilities and development experience. This document will be limited to no more than 3 pages with 1 in. margins and Times New Roman 10 point font. This section contains information required to submit your interest. No additional forms, kits, or other materials are needed. SMC appreciates responses from all capable and qualified sources that meet the following format: • A non-proprietary, one page coversheet should identify this Sources Sought number & title, organization(s), responder's technical and administrative points of contact. o Include name, title, postal address, phone, fax, and e-mail addresses. • Please clearly identify any critical comments. • No telephone inquiries will be accepted. All inquiries (technical, contractual, administrative), questions, or clarifications of any kind must be submitted via approved e-mail networks to the POCs listed below. • Interest responses must be delivered to the Contracting POC no later than 8:00 AM, Local Time, El Segundo, CA on 17 May 2012. • All material provided (responses, discussions, questions/answers, and other data) that is not related to competition sensitive or contractor proprietary material may be provided to the other respondents. • Classified responses will be accepted and reviewed by the Government and other evaluators. o Any classified responses must meet the format and delivery instructions described in this Sources Sought. In addition, classified delivery must be arranged in advance with the POCs listed below, and be submitted via approved networks. SMC is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted under this Sources Sought. Response from small and small disadvantaged business is encouraged. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. The Government reserves the right to use the information received in response to this Sources Sought for planning purposes. The Government will NOT award a contract directly on the basis of this Sources Sought or otherwise pay for the information solicited. Participants in review and evaluation of this Sources Sought may include: The Government, Federally Funded Research & Development Centers (such as the Aerospace Corp), and Systems Engineering and Technical Assistance (SETA) all are bound by appropriate non-disclosure requirements. Regarding this Sources Sought, no contact is allowed with these organizations except as may be arranged in advance with the points of contact (POCs) listed below. Possible Government/Industry Exchange Meetings (GEMs): One or more informal GEMs may be held at SMC or other locations. The Government may request GEMs with individual respondents to enable questions/clarifications on their response. Because of space limitations, the number of participants per organization may be restricted. GEM participants must be US citizens and must submit visit requests. Attendance at GEMs will be voluntary.
