Description
MARKET SURVEY CAPABILITY ASSESSMENT FOR AWARD OF TECHNICAL SUPPORT SERVICES NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER. CONTACT INFORMATION BELOW. This is a market survey for Regulatory Standards Division Instructional Services Contract. The market survey should identify qualified and capable sources that can provide technical training to Aviation Safety (AVS) inspectors, technicians, dispatchers, aerospace engineers, pilots, headquarters and regional staff, military and law enforcement, international and industry personnel. Market survey responses are for informational purposes only. This is not a screening information request or a request for proposals. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any market survey costs are at the vendor's expense. Regulatory Standards Division, AMA-200 will conduct an Industry Day on May 9, 2012. The Industry Day will be at the Mike Monroney Aeronautical Center Visitor's Center Conference Room beginning at 9:00 a.m. Attendance is limited to 2 people per vendor. Please email the Contracting Officer the names of the personnel attending and the company represented. The nature of the competition has not been determined yet. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged Small Business Administration's (SBA) certified 8(a) companies. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified technical services. This market survey should also determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 611512, Pilot Training, with a size standard of $25 million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. Overview -The FAA is seeking interested sources that are capable of providing instructional and related services to augment existing Regulatory Standards Division (AMA-200) staff in the completion of its tasked activities outlined in the attached draft Statement of Work (SOW). The contractor will provide on-site personnel needed to effectively manage and supervise the contract staff and perform administrative functions. Regulatory Standards Division's primary responsibility is for instructional delivery of training for Aviation Safety (AVS) technical specialists including inspectors, engineers and pilots. This technical training is provided in the fields of flight procedures, avionics, aircraft certification, manufacturing, airworthiness, and air carrier and general aviation pilot operations. Delivery of instructional courses is in accordance with FAA training orders, regulations, procedures, and guidelines. Instructors are required to follow standardized and prepared lesson plans and ensure stated course objectives are presented. Instructors will utilize such teaching methods as lecture, lab with hands-on training, and remedial discussion. Teaching aids an instructor might select to use include, but are not limited to, lesson plans, student guides, lab guides, hand out, wall charts, and prepared notes. Contract instructors may also be required to provide support as subject matter experts in the development, revision, and maintenance of course materials, utilizing all applicable media. The FAA may also identify requirements for other instructional support personnel including but not limited to, Instructional Systems Specialists, to support the revision, development, and evaluation of the non-technical sections of course documentation and the revision and development of the technical sections of course documentation with the assistance of subject matter experts provided by the contractor or the agency as deemed necessary. Interested sources should provide evidence of qualifications/capabilities available to provide experienced qualified management, administrative and technical personnel to augment FAA Academy Regulatory Standards Division (AMA-200) staff.
