Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed price contract, for a base year and four one-year option periods, with Fraser-Volpe Corp., 1025 Thomas Drive, Warminster, PA 18974-2859, under RFQ E015101. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Fraser-Volpe is to provide the mechanically gyro-stabilized binocular systems, including parts and supplies and repair services of legacy Fraser-Volpe systems by an authorized repair vendor. Based on extensive research conducted with knowledgeable individuals in Government and the related industry, Fraser-Volpe has been deemed the only one responsible source that can provide the required product and services. No other systems were found to meet the requirements of a mechanically gyro-stabilized system, a fast enough scan rate to support rotary and fixed wing aircraft operations, submersible and waterproof, choice of at least 10 hours on a single battery pack or external power, and the capability to integrate intensified night vision eyepieces in the field to support day and night capability with the same binocular. This notice of intent is not a request for competitive quotations, however, interested parties may indentify their interest and capability to respond to this requirement or submit quotes to this office by 1:00 PM EST, 8 May 2012 via facsimile at 703-985-6103 or via mail to the attention of Gary Hopkins, FBI, Engineering Research Facility, Room A-226, Quantico, VA 22135. E-mail quotes will also be accepted at gwhopkins@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The north American Industrial Classification System number is 333314 - Optical Instrument and Lens Manufacturing. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All Contractors anticipating award, must be registered with the Central Contractor Registration Database.
