- The Procurement Services Division is seeking information from establishments primarily engaged in conducting research and analyses in cognitive development, sociology, psychology, language, behavior, economic, and other social science and humanities research operating under NAICS Code 541720. At a minimum, responses should be no more than 25 pages (double sided) with a font no smaller than 12 point and include company name, DUNS number, socio-economic status (e.g. HUBZone, Small, 8(a), etc...), point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. The deadline for submission of information is 31 May 2012 at 3:00 pm. This information is being requested for purposes of market research ONLY. The Government will use this information to develop a list of potential bidders which can be viewed on this site under interested parties at a later date. Interested parties of this Research Project on Financial Capability are requested to provide information which demonstrates their capability to provide experienced researchers to conduct one or more research projects that promote the financial capability of the American people by carrying out research identified by the Financial Literacy and Education Commission's Research and Evaluation Working Group in its 2012 Research Priorities and Research Questions. This research will help the Commission and the financial education field, understand what is effective, and cost effective, so that successful approaches to build financial capability can be replicated and supported. The research priorities are summarized as follows: • Evaluate the delivery of financial education for youth and adults in order to identify effective approaches, delivery channels, and other factors (such as the interaction of knowledge, products, and behaviors) that enhance effectiveness. • Identify optimal combinations of financial information, advice, regulation, disclosure, and delivery mechanisms, including default options, and their impact on starting and maintaining positive financial habits. • Employ longitudinal data to evaluate the effectiveness of core competencies (identified by the Financial Literacy and Education Commission) on behavior and financial well-being over time. • Identify, evaluate, and build consensus on "key metrics" for financial education/capability, including measures of knowledge, behaviors, and well-being. • Identify and evaluate the relationship between financial education and access to and design of high quality financial products. • Assess the role of business cycles and the economic and financial contexts in individuals' financial decision making. • Ascertain how risk and uncertainty, including economic and other shocks (such as natural disasters), alter risk exposure and risk management choices both at the consumer and community levels. • Identify opportunities and roles for local, state, and federal governments as scalable platforms for financial capability. • Identify and evaluate potential synergies between educational programs targeting financial capability and those targeting physical and mental health. In order to effectively complete tasks in this contract, the Treasury is seeking information on providers with the following capabilities: * Highly qualified researchers with expertise and capability to develop, design and implement original research projects in one or more of the priorities above, including design of empirical, randomly controlled tests of specific interventions, such as financial education, financial decision making tools, or financial products and/or delivery channels, particularly already existing or near-available tools/interventions. * Expertise in developing and obtaining approval to conduct data collection, such as surveys, including institutional review boards (as appropriate) and the Office of Management and Budget. * Expertise in conducting literature reviews, market scans and market sizing, and analyses in the field of financial education and related fields, including assessments of new products and delivery strategies (such as technology based delivery strategies) and assessments of policy and regulatory factors that effective delivery. * Ability to obtain and analyze existing data, particularly administrative data, that can evaluate the impact of financial capability tools, including government and private sector data sets as appropriate. * Ability to report findings in a timely manner in Implementation and reporting, that presents findings to diverse audiences, including researchers, policy makers, and financial education practitioners. * Expertise and capability in researching financial education/financial product impacts in the following areas: saving for retirement or other long-term needs, saving for short-term needs, planning for the financial future, understanding benefits (including Social Security benefits), managing credit and debt, and managing daily/regular expenses, particularly among populations considered "financially vulnerable," including low- and moderate-income individuals, women, and minority populations (including Blacks or African-Americans; Hispanics or Latinos; and American Indians or Alaska Natives), and people with disabilities.
