- Description
- The contractor shall provide all equipment, tools, materials (except as listed in Appendix 5.4) transportation and services to provide preventative maintenance, troubleshooting, repair, installation, programming, demilitarization, and removal of commercial-made, government-owned two-way land mobile radio communications equipment for Robins AFB, GA. Tasks include maintenance and repair on an as-called-for basis, for the base paging system, all ancillary equipment (i.e. battery chargers, programming cables, pagers, vehicle light-bars and sirens) and the Motorola trunked Land Mobile Radio system to include conventional items and system software. The contractor shall respond and restore all LMR equipment in compliance with Net/Equipment Restoral Priority listing (appendix 5.1). The contractor shall provide engineering service to correct malfunctions in any equipment, nets, or systems. **This will be 100% Small Business Set-Aside** ** Contractor MUST hold a Factory Mutual (FM) certification that allows repair of intrinsically safe (IS) radios** Anticapated Contract will be one base year (12 months) and four option years. NAICS CODE for this requirement is 811213 (size standard is $6.5 Million) This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedure in accordance with FAR 15.101-2. A decision on the technical acceptability of each offeror's proposal will be made. The Government intends to make an award without discussions. Discussions, if necessary, will be conducted in accordance with FAR 15.306(b). The LPTA evaluation process will be accomplished as follows: Initially, proposals shall be ranked according to total price. The Government will evaluate ALL offerors cost and technical proposals. Proposals shall be evaluated based upon the Total Evaluated Price (TEP) proposed for CLINs X001. The TEP shall be determined by adding the proposed prices for CLINs 0001, 1001, 2001, 3001, and 4001. If any/all CDRLs are priced, these prices will also be included in the TEP (DATA CLINS 0004 and 0005 may be Not Separately priced if contractor choose to propose in such a manner.). CLIN 0002 will be a firm fixed priced for over and above Labor rate for services not covered by CLIN X001. CLIN X003 will be Cost Reimbursable Line Item for parts in support of CLIN X001. Prices for CLINs X002 and X003 will not be included in the TEP. Evaluation of the options shall not obligate the Government to exercise such options. Site-Visit information ** Date is Tentative and will be set before RFP release date** A site visit is scheduled for Tuesday, May 15. Attendees will meet at the Museum of Aviation and the bus/van will leave promptly at 9:30 am EST. This site visit is not mandatory, however, contractors attending the site visit MUST ride the bus/van and are NOT authorized to arrive onsite unescorted, nor allowed to come before or stay after the scheduled visit. Attendance is limited to no more than 2 attendees per company. The name of attendees MUST be sent to Ed Holden at edward.holden@Robins.af.mil no later than 4:00 pm EST on Thursday, May 10, 2012. **** Date is Tentative and will be set before RFP release date**** The Request for Proposals (RFP) is expected to be issued on or after 8 MAY 2012 (tentative date)
