Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of Project Manager Combat Ammunition Systems (PM-CAS), intends to issue a Request for Proposal (RFP) for the manufacture, test, packaging, and delivery of M31A2 Triple-Base Propellant for the 155MM Modular Artillery Charge System (MACS) M232A1 Propelling Charge. The 155mm Modular Artillery Charge System (MACS) is comprised of two propelling charges: the M231 charges for zones one and two, and the M232A1 charges for zones three or higher. The M31A2 is the 7-perforated cylindrical granular triple-base propellant for the M232A1 propelling charge. The contractor should have experience in propellant manufacture, namely efforts of similar production type and quantities. Large storage capacities are required, as well as the ability to meet the current ballistic requirements of the M232A1 Ballistic Firing Tables. The estimated maximum quantities per year: Base (FY11+FY12 requirements combined) = up to 4,300,000 pounds Option 1 (FY13) = up to 750,000 pounds Option 2 (FY14) = up to 400,000 pounds Option 3 (FY15) = up to 400,000 pounds Competition for this effort is limited to the National Technology and Industrial Base (NTIB), within the United States and Canada, under the authority of 10 U.S.C 2304(c)(3), as implemented by FAR 6.302-3(a)(2)(i), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. The Government intends to award a Firm Fixed Priced (FFP), Base contract with three (3) Option Years (FY13-FY15). Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government. Each offeror will be evaluated against the solicitation criteria to determine if the offeror has the technical expertise, equipment, and personnel required to manufacture and manage the product in accordance with the solicitation requirements and delivery schedule as delineated in Section F of the solicitation. The Technical Data Package (TDP) is available for this acquisition. The MACS TDP has been labeled as Distribution Statement F: Further dissemination only as directed by SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000, or higher DoD authority. Reproduction requires approval of originator, SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000 or higher DoD authority. As such, interested companies will be required to return the TDP when requested by the Government. Interested companies may request the MACS TDP by completing and submitting the AMSTA-AR-1350, DD2345, and Non-Disclosure Agreement to the POC listed below. Estimated date of release for this solicitation is on or about 21 May 2012.
