Description
The Lebanon VA Medical Center has a requirement for Project No. # 595-11-136; Replace Water Lines. A Firm-Fixed Price Construction award is anticipated. Contractor shall provide all labor, materials, equipment, supervision, and quality assurance necessary for the replacement of interior water lines in building 17; either cleaning and lining, or replacement of, exterior water distribution pipeline; in order to reduce discoloration of the water supply to the Lebanon Veterans Administration Medical Center. The interior water line work will include removal from site of all demolished materials; and installation of new piping and associated fittings, and restoration of any items such as walls, ceilings, or floors affected by this work. The exterior water distribution pipeline work will include removal from site of all demolished materials; cleaning and lining with third party inspection of some piping; and replacement of some piping and associated items including domestic service connections, fire hydrants, fire hydrant laterals, fittings, and valves. This exterior work will also include installation, and later removal, of water bypass piping in order to provide continuous water for domestic service and for fire service; and restoration of any items such as sidewalks, roads, parking lots, line painting, earth, and grass affected by this work. Work will be performed in a functioning hospital environment, which will remain operational during the project duration. This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Additionally, this acquisition will be conducted in accordance with FAR 14, Sealed Bidding. Solicitation documents, including technical specifications and project drawings, will be available electronically on or about April 23, 2012, at the following website: www.fbo.gov. Offerors will search for solicitation VA244-12-B-0417 to access solicitation documents and any Amendments. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The NAICS Code for this project is 237110. Project Magnitude: Between $2,000,000 and $5,000,000. Contract Completion Time will be Two Hundred (200) Calendar Days. Ninety day bid acceptance period will be required. Bid bond, Payment and Performance bonds will be required. A pre-proposal conference will be announced in the solicitation and will be held at the Lebanon VA Medical Center. This pre-proposal conference is not mandatory; however, all potential Offerors are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. This will serve as the perfect opportunity for contractors to fully understand the project, as there will be representative(s) from engineering, contracting and the program office in attendance. Electronic or phone requests will not be accepted, nor will electronic proposals. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to the solicitation contents or general questions must be addressed in writing on company letterhead, containing a point of contact, the SOL number, email address, phone and fax numbers and must be addressed to the contracting officer listed. All potential contractors must be registered in www.ccr.gov to do business with the Government and must have completed online Representations and Certifications at http://orca.bpn.gov. Ensure your registration is correct, current and has not expired. All prospective contractors must be registered in VetBiz at www.vetbiz.gov, to be considered for award. This procurement is subject to the availability of funds in accordance with FAR 52.232-23, Availability of Funds (APR 1984).
