Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR PRESSUREVESSEL WELDING. Companies shall acknowledge all amendment(s) in their quote. This noticeserves as the official amendment to subject synopsis/RFQ and a written amendment will notbe issued.The purpose of this amendment is to answer questions received from industry. Question 1: Is the receipt of material the same place as delivery of material? Answer 1: All tank parts; 14 hemis, baffles, bosses, and tubes will be shipped from theJohnson Space Center (JSC) to the contractor. Delivery of final product shall be FOBDestination to JSC in Houston, TX. Question 2: Would NASA allow bids from a contractor that is subcontracting the work outto a company authorized to handle such work? Answer 2: Yes, NASA will accept bids from an offeror who plans to subcontract the work.As prescribed in FAR 19.508(e), FAR 52.219-14, Limitations on Subcontracting, may apply. Question 3: Will NASA allow partnering on this project? An example is I am an inspectioncompany that would do the procedures, inspection, and testing of materials and weldments.I would have to partner with a local vessel manufacturing company to perform the work, orwould I have to bid the project myself and sub-contract the manufacture of the vessels? Answer 3: NASA will award to a single offeror based on the evaluation criteria set forthin the solicitation. See Question/Answer 2 for details regarding subcontracting. Question 4: The SOW of work states that the welding process shall include a substantialdegree of automation and stand-alone positioning devices. Will you accept hand heldwelding with automatic wire feed with a semi-automatic positioning device?Answer 4: Yes, NASA will accept hand held welding with automatic wire feed with asemi-automatic positioning device.Question 5: Do you know of a source for 5083 Aluminum and 5183 filler wire in the Houstonarea?Answer 5: NASA cannot provide sources for 5083 Aluminum and 5183 filler wireThe due date for receipt of offers is not extended.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on April 23, 2012. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
