- The Bureau of Reclamation, Yuma Area Office (YAO), Yuma, Arizona, 85364, intends to negotiate on a sole-source basis as provided under FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements with Graver Water Systems, 675 Central Avenue Suite 3, New Providence, NJ 07974. The requirement is for removal and replacement of an entire Reactivator Assembly inside an existing 32' diameter by 22' high concrete tank located in the Pilot System 1 (PS1) Desalination Plant. Graver Water System's unique qualification is that they supplied the very large Reactivators, 185' in diameter, in the Yuma Desalting Plant (YDP). They have the proprietary knowledge necessary to ensure the function of the smaller Reactivator, which this contract is for, is identical to the behavior of the larger Reactivators across all operating ranges and conditions, e.g. pH, salinity, TDS, lime loading, bicarbonate removal, etc. The PS1 is a 1/100th scale model of the YDP, functionally identical to the larger plant. Congress required the PS1 be built in conjunction with the YDP so that new technologies could be tested and proved in a scale model before implementation in the larger production plant. Implementation of new water treatment technologies in the YDP is a very costly affair and potentially disruptive to the Water Treaty with Mexico. If the scale model, PS1, which is used in the proving of these new technologies, is in any way different than the full scale model, the scale model will be flawed. Implementing a new treatment process in the YDP based on a flawed model could result in a very costly and disruptive mistake. Additionally, all the testing that was performed in the pilot plant would have been wasted effort and time. The NAICS Code for this action is 221310 Water Supply and Irrigation Systems with a Small Business Size Standard of $7 million. This procurement will be awarded using FAR Part 15 Negotiation and FAR Part 12 Acquisition of Commercial Items procedures on a Firm Fixed Price Basis. Anticipated award date is August 1, 2012. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. The contract award information will be posted on the Federal Business Opportunities (FBO) website at www.fedbizopps.gov. The Justification for Other Than Full and Open Competition will be made available for public inspection as required by FAR 6.305.
