Source Sought Synopsis for Vehicle Leasing Services Contracting Office Address: Public Works Department (PWD) Camp Lemonnier, Djibouti Africa (CLDJ) PSC 831 Box 0043 FPO AE 09363 Point of Contact: Jee Eun Park, Email: jee.park@usafricom.mil or Jee.Park@eu.navy.mil Phone: +39.081.568.7726 Public Works Department (PWD), Camp Lemonnier, Djibouti Africa (CLDJ) has a requirement for contractor support to provide vehicle leasing services for various units on CLDJ. Estimated fleet required is between 116 and 150 vehicles. Description of Services: It is the Government ™s intent to lease various types of vehicles by means of a Firm Fixed Price (FFP) contract. If additional vehicles are required during the contract term, that may be added by formal modification to the contract. 1. Vehicle Type: 4X4 Pick-up Trucks, 4dr, A/C, Quantity: 29 to 40 SUV, 5 to 7 pax, 4 or 5dr, A/C, Quantity: 70 to 80 Van, 10 to 11 pax, 4 or 5dr, A/C, Quantity: 16 to 25 Bus, 30-pax, 4 or 5dr, A/C, Quantity: 1 to 5 2. Full maintenance shall include, but not limited to, any maintenance and repair work necessary to maintain a vehicle throughout the lease term in a mechanically safe condition and free of abnormal wear and tear. 3. All vehicles shall have a full comprehensive insurance policy covering all liabilities such as, not limited to, third party liability personal and passenger liabilities, any type of damages to the leased vehicles, and partial/total loss of vehicle (e.g. fire/theft). Request for Information: This is a Sources Sought Notice only. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict PWD, CLDJ to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by PWD, CLDJ to determine potential sources capable of fulfilling all requirements associated with Vehicle Leasing. Firms responding to this notice are also requested to provide PWD, CLDJ with capability statements, which need to include at a minimum: A. Company name and CAGE code. B. Mailing address. C. Point of contact (to include phone/fax and e-mail). D. Website, if applicable. E. State whether or not your company is registered under NAICS code 532112, Passenger Car Leasing. F. Degree of experience providing same or similar services as outlined in summary and other information above. G. Identify any past or current Government contracts for same or similar services within the last three years. The anticipated contract type will be Firm-Fixed Price Multiple Award IDIQ, for Vehicle Leasing services. The estimated RFP issuance date is 1 June 2012. Upon RFP issuance, contractors are encouraged to submit proposals. The resultant contract for this acquisition will be for a basic period of twelve (12) months and two (2) one-year option periods with an anticipated start date of 15 Sep 2012. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Regulation, effective 1 July 2011. The North American Industry Classification System (NAICS) code for this procurement is 532112, Passenger Car Leasing. The successful contractor will be selected utilizing lowest price technically acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2. This requirement will be solicited under FAR Part 12 utilizing commercial acquisition procedures.
