Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source Firm Fixed Price indefinite delivery/indefinite quantity (IDIQ), requirements type contract to L-3 Communications Maripro Inc, of 1522 Cook Place, Goleta, CA 93117 (hereafter L-3) for purchase of up to ten (10) each and repair of up to twenty (20) each Sealed Delivery Vehicle (SDV) MK8 MOD1 Hydro-Acoustic Information Link Manned Underwater Vehicle (HAIL MUV) Assemblies. The contract will have provisions for firm fixed price delivery orders with a period of performance of five years. The purchase is not suitable for full and open competition for the following reasons. All of the Hydro-Acoustic Information Link HAIL MUV Assemblies implemented on the SDV MK-8 MOD1 to date have been purchased from L-3. These items contain proprietary engineering technology that no other known manufacturer could duplicate. The HAIL MUV Assembly is identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-7110328D that identifies L-3 as the single source. As the original equipment manufacturer (OEM), L-3 is the only known source with sufficient in-depth knowledge of the HAIL MUV design and configuration that could provide the required items as well as accomplish repairs. The NAICS code is 334220. The Small Business size standard is 750 employees. Delivery will be to the Naval Support Activity Panama City (NSA PC), Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001.
